Report of the Engineer

I. Sewer Linea
• Infiltration has been detected in a new sewer line in the Town of Lansing
during final inspection. This line was not accepted and recommendations for
correction of the infiltration were suggested to the engineer and contractor.
Leaks were also found in the Sapsuckerwoods Road sewer line in the Town of
Ithaca. Flow meters have been installed in the two manholes that lead into
the Village from the Town of Lansing and the Town of Ithaca. The charts from
these meters will indicate the amount of infiltration in the sewer lines that
belong to these two adjoining municipalities. Work has started on the 10"
sewer line replacement on North Sunset Road. When the North Sunset line is
completed work will start on the job of increasing the capacity and decreasing
the infiltration in the Savage Farm sewer line.
II. Sewer Plant
A very difficult sludge line stoppage was corrected at the Sewer Plant with
the help of Bob Tyrrell and other Village men not normally assigned to the
Village Plant. Emergency replacement of rusted out pipes and replacement of
a defective valve was accomplished by a local plumbing company. The Reciprocal
Sludge Pump was reconditioned by the Sewer Plant personnel.
State engineers have verbally informed us that we will have to switch to the
sludge drier in the very near future. This coincides with the present break-
down of the Tanker truck which needs at least a new clutch and Mr. Tyrrell
is in the process of assessing what else would have to be done to the Tank
• truck to make it useable. A tank truck will not be necessary with the new
plant as sludge will have to be dried for removal.
III. Word has been received from L. J. Long, Director of the Indrustrial Research
Park at the Tompkins County Airport about the unpaid sewer charges to the
Agway Research installation. Dr. Long presented some facts pertaining to
the Village assumption of the water that flowed into the sewer lines and
suggested a settlement based on about one -third of the original amount,
$2,250. In checking the calculations based on the facts submitted by Dr. Long
and put forth in his letter to me of March 26, 1971 the $2,250 seems like a
justifiable amount and I would suggest the acceptance of this amount in full
payment of the bill. Dr. Long's letter is on file at the Village Office for
any who wish to review it's contents.
IV. Street Lighting
An estimate has been received from the New York State Electric and Gas Corp.
that underground wiring on the north portion of North Sunset Drive would cost
$585 per year as a continual operating charge for three 7,000 Lumen Mercury
Vapor Lamps. The annual cost for these same three street lights installed
with overhead service would be $135. Because of the high cost of the under-
ground wiring, it is my recommendation to install overhead service for the
three lights on North Sunset Drive. I would also recommend the installation
of a street light at the north Village boundary on Cayuga Iigights Road just
south of the overpass over Route 13 with the Town of Lansing supporting half
• the annual cost for this light of $45.

• A new headwall is poured on the west side of the culvert running under Cayuga
Heights Road near the City line. When this wall has cured it will be backfilled
and graded, plantings and the fence of Sigma Chi Fraternity will be replaced
and the sidewalk will be relaid where it was torn up for the installation of
this culvert. Patching of pot holes in the roads has been taken care of very
well by Mr. Tyrrell's crew. Because the road surfaces throughout the Village
are in pretty good shape, we have not had too much trouble with pot holes this
spring.
