VILLAGE OF CAYUGA HEIGHTS
REPORT OF THE VILLAGE ENGINEER
JUNE 1971
S SEWER LINES
The Village work force with the help of Finger Lakes Construction Co. finished
the replacement of 200 feet of 10 -inch sewer main on North Sunset Road between
Remington Road and Cayuga Heights Road. Approximately 400 feet of sewer line
replacement work on Savage Farm has been completed with an additional 200 feet
in process.
S97ER PLANT
New York State Sanitary Engineers have recommended that we install a second standby
pump for handling sludge at the Sewage Disposal Plant. This recommendation came
about because of the break down of our present pump and the long delay in getting
manufacturer's parts to repair the pump. The cost of installing such a standby
pump could run $3,000 to $5,000. In view of the short period of time until our
plant is rebuilt I am hoping that in my discussions with the State Sanitary
Engineers that we will be allowed to continue without a standby pump for this
relatively short period of time until our new plant is in operation.
STREETS
The headwalls for the culvert under Cayuga Heights Road near the City of Ithaca
line have been completed, backfill is now in process. A storm drain is being
installed. A repaving of the road surface will be done when a motor paver is
brought in to do other roads in the Village sometime this summer.
The problem of renting a mower to cut the grass along the street sides and the
empty lots in the Village is a bigger problem than usual this year. Mr. Tyrrell
has been unable to rent a mower or borrow one from any of the neighboring
municipalities. The Village Clerk is receiving calls requesting that the mowing
of the street sides and empty lots be started. Mr. Tyrrell recommends the purchase
of a used but in good operating condition mower and tractor for $995• We must
moor twice a year and the Village Clerk informs me that we collected at the last
mowing $350 from property owners. At this rate, which seems about average, we
could write off the cost of the tractor and mower in a year and a half. I
recommend the purchase of this mower.
W. Charles Smith of Hanshaw Road requested that the Village remove gravel in
the stream bed that crosses his property that washed down from Hillside Drive.
Previously the gravel and water from Hillside Drive cut across Hanshaw Road and
down Mr. Smith's driveway and at his request a gutter and road ditch were
constructed to carry the water around the corner to the south and into a road
ditch. From there the water flowed under Hanshaw Road in a culvert which I
estimate to be 40 or 50 years old, and on to W. Smith's property. It is through
this culvert that the gravel is carried on to Mr. Smith's property. It is my
opinion that under the recommendations of the Village Attorney on Village
responsibility for storm water that the Village is not responsible for the
removal of gravel from this stream bed.
VILLAGE HALL
In the first step towards grading and paving and planting in front of the Village
Hall a drain line has been installed to carry drain water from the front of the
building to the rear and into the culvertthat runs under the parking lot in back
of the building. The next step will be the removal of the paving against the

front of the Village Hall and around to the east the sloping of the ground and
planting near the foundation of the building. A 8 foot strip of concrete side-
walk will be installed from the front door out to the roadway.
FIRE HALL
Fire Chief requested metal doors to replace the wooden doors specified in the
plans for the new fire house. The architects secured a bid from the contractor
for $120 for the substitution of metal for the wooden doors and as a designated
authority of the Village Board I approved this change order.
Trustee Fogg, Fire Chief and I inspected the grounds around the new fire hall and
developed a landscaping plan. The plan it involved is considerably more extensive
than the original idea of the Village forces installing a driveway and parking
area. The Village work force can do the work but it must be understood that if
time is put in on this landscaping that there will be a delay in some of the other
work scheduled for the summer period.
