Thursday, July 29, 1971 in the Village Hall. • PRESENT: Mayor F. G. Marcham, Trustees Harold R. Fisher, Verne A. Fogg, Claire Nulle, Rene F. Randolph; Engineer John B. Rogers. ABSENT: Trustee David J. Allee, Carl H. Nelson RESOLUTION # 1853 - ACCEPT FEDERAL GRANT VOTED to authorize the Mayor in behalf of the Village of Cayuga Heights, to sign the Offer and Acceptance of Federal Grant for Sewage Treatment Works under 33 U.S.C. 466 et seq. in the amount of $672,030.00 with the understanding that the Village will comply with the assurances set forth in Section II of the document as also with the following conditions: 1. The Applicant will require his consulting engineer to: a. Prepare an approvable detailed manual for effective operation and maintenance of the waste treatment facilities. b. Furnish necessary training, instruction and direction during the start -up period to completely familiarize operating personnel with the operation and maintenance of all equipment and facilities, coordination of the laboratory procedures with plant controls and other duties prescribed in the operation and maintenance manual. 2. The Applicant will give assurance that the requirements and provisions of the approved operation and maintenance manual will be effectively implemented including the provision of sufficient budget and operating staff throughout • the life of the facility. 3. The Applicant hereby assures the Environmental Protection Agency that the Municipality (as defined in the Federal Water Pollution Control Act) will comply with regulations relating to Basin plans, Regional or Metropolitan plans, industrial waste treatment, and design of waste treatment plants in accordance with paragraphs 601.32, 601.33, 601.34 and 601.36 as published in the Federal Register of July 2, 1970 (copy attached). 4. Approval of Civil Rights Compliance Report (FWPCA -T128) and compliance with the requirements of the attached sheet entitled, "Additional Assurance in Compliance with Executive Order No. 11246 Regarding Nondiscrimination in Employment and Elimination of Segregated Facilities ". Population Category: Under 125,000 Appropriation: New York State Allowance for FY -1971 The Village takes note of and will abide by the Item B of the Assurances of Section II, namely that the project will not be advertised or placed on the market for bidding until the final plans and specifications have been approved by the Commissioner and the appropriate State Agency, and the Applicant has been so notified. • RESOLUTION # 1854 - BIDS ON TREE REMOVAL VOTED to authorize the Clerk to advertise for bids for the removal of diseased elm trees on Village right of way. Minutes 7/29/71 Page 2 RESOLUTION # 1855 - REJECT REFUSE COLLECTION OFFER VOTED to reject the offer of Mr. Charles Collins, Sr. to contract to take over the refuse collection of the Village.
