VILLAGE OF CAYUGA HEIGHTS
•MINUTES of a regular meeting of the Board of Trustees held Monday, January 18, 1971
at 7:30 P.M. in the Village Hall.
PRESENT: Deputy Mayor Rane F. Randolph, Trustees Ronald E. Anderson, Harold R. Fisher,
Verne A. Fogg, Carl H. Nelson, Virginia Powers; Attorney Roger B. Sovocool; Fire
Chief Jack W. McGraw, Sr.; Treasurer Gordon B. Wheeler.
OTHERS PRESENT: Mr. Stephen Jacobs; representatives of WHCU, WICB and The Ithaca
Journal.
ABSENT: Mayor F. G. Marcham, Engineer J. B. Rogers
VOTED to approve the minutes of a regular meeting of the Board of Trustees held
December 21, 1970 as previously furnished Trustees in mimeographed form.
VOTED to approve the Abstract of Audited Vouchers dated January 18, 1971 in the
following amounts: General Fund - $3,497.97, Sewer Fund- $470.08.
A written report by Mayor Marcham is on file in the Village Office.
There were questions and discussion on the County Sewer Agency on such points as:
How will it compare with present cost; What will it be saving; Whether a
financing plan will be permitted within framework of County Law; Debts and ownership
of trunk lines.
The Attorney suggested a law be drafted on County level for submission to State
• Legislature re (1) instituting Agency, (2) Sale of Village Plant and use of proceeds.
Treasurer Wheeler will contact State Comptroller regarding what we can do with
proceeds of sale of Sewer Plant. When significant information has been received an
informal Village meeting should be held, the date and time to be set at discretion
of the Mayor.
The Fire Chief gave his report and it is on file in the Village Office.
RESOLUTION # 1762 - PURCHASE HOSE DRYER
VOTED to authorize Fire Department to spend $360, plus insurance recovery, plus
freight charges, toward purchase of a hose dryer.
RESOLUTION # 1763 - MEMBERSHIP NFPA
VOTED to authorize payment of $30 for membership of Fire Department in the National
Fire Protection Association.
The Police Chief gave his report and it is on file in the Village Office.
• RESOLUTION # 1764 - PURCHASE RECORDAK EASEMATIC READER
VOTED to authorize Police Department to purchase Recordak Easematic Reader for use
in reading list from Albany of all license plates in Tompkins County at approximate
cost of $204.00.

The written report of the Engineer is on file in the Village Office.
Mr. Stephen Jacobs asked the Village to help in securing City water for his sub-
division. The Village asked for a right of way across the railway right of way for
a sewer line to reach the Jacobs subdivision. There was a discussion on the future
cost of street lighting. It was decided a meeting was needed between Village Mayor,
Attorney and Engineer and Mr. Jacobs, his attorney and his engineer to discuss these
three points. The Village to write a letter to the City of Ithaca asking that water
be provided to the Jacobs subdivision.
The cost of the Cayuga Heights Road culvert to date is $14,342 with still some
paving and stabilizing to be done in the spring.
A State Assessor had assessed six properties in the Village and met with the Village
Engineer. His figures could reflect an increase in our Equalization Rate.
The Attorney gave his report. The contract with the City of Ithaca concerning fire
hydrants specifies very little service to be performed by City. The $75 a year
charge pays for water used for fires and for flushing.
The State Department of Environmental Conservation has requested us to revise our
contract with Hanshaw Road Sewer District.
RESOLUTION # 1765 - AMEND HANSHAW ROAD SEWER DISTRICT CONTRACT
• VOTED to revise the contract with the Town of Ithaca, Hanshaw Road Sewer District,
to contain the clause "subject to rules and regulations of the Village of Cayuga
Heights" and send contract to Town of Ithaca.
The purpose of this insertion is to bring Contract into line with later contracts
made between the Village and other sewer districts.
The Attorney met with Appraiser Rodney Fellows on the Liberman property. The
appraiser will submit a report.
RESOLUTION # 1766 - AWARD BID ON FIRE STATION
VOTED to award the bid for Additions and Alterations to the Cayuga Heights Fire
Station to McCarthy Builders, 633 North Triphammer Road, Ithaca, New York for
$51,920.00 subject to a permissive referendum and the filing of a written agreement
by the contractor that he will accept the foregoing condition. The contractor shall
proceed in filing of a Performance Bond.
The Treasurer returned his 1970 Tax Warrant and Account of Uncollected Taxes and
filed the returned Tax Roll with the Clerk as required by Real Property Tax Law
Sec. 1436. The Trustees certified the list of unpaid taxes as presented by the
• certificate of the Treasurer and filed the same with the Clerk (R.P.T.L. Sec. 1436)
showing a balance unpaid of $468.02 without penalties. The Trustees returned the
account of unpaid taxes to the Treasurer for collection as required. by R.P.T.L.

• RESOLUTION # 1767 - UNPAID TAXES
VOTED resolved that the Trustees of the Village of Cayuga Heights do credit the
Treasurer with the amount of $468.02 unpaid taxes according to the provision of
Real Property Tax Law Section 1436.
RESOLUTION # 1768 - TAX SALE
VOTED resolved that the properties on which the following taxes are unpaid be
advertised for sale in issues of official newspaper on February 9, 160 23, 1971
to recover unpaid taxes in the amount of $468.02: Enos Pyle, Tax Map No. 4 -3 -21,
$225.50; Enos Pyle, Tax Map No. 4 -3 -23, $242.52.
VOTED to approve overtime in December in the following amounts: Lawrence Marshall -
36 hours - $142.56; Steve Oltz - 32 hours - $150.72; Edwin Quick - 13 hours - $43..86;
Bert Truax - 17 hours - •$85.68.
