MINUTES of a regular meeting of the Board of Trustees held Monday, February 152 1971
at 7:30 P.M. in the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher,
Verne A. Fogg, Carl H. Nelson, Virginia Powers, Rane F. Randolph; Treasurer
Gordon B. Wheeler; Engineer John B. Rogers; Attorney Roger B. Sovocool; Police
Chief Jack W. McGraw, Sr.; Fire Chief Ned G. Boice.
OTHERS: Otto B. Schoenfeld; Representatives of Ithaca Journal and Radio Stations
WTKO and WHCU.
Mr. Schoenfeld presented a map entitled "Williamsburg Park Subdivision No. 41
Burleigh Drive Development, Village of Cayuga Heights and Town of Ithaca, dated
10/1/69 by Thomas G. Miller, Engineer and Surveyor" and requested the Board to
consider his request for Village support in the cost of construction of a 531 feet
extension of road adjacent to the south boundary of the Town of Lansing. This
request is outlined in a letter dated February 15, 1971 and filed in the Clerk's
office.
VOTED to approve the minutes of a regular meeting held January 18, 1971 as pre-
viously furnished Trustees in mimeographed form.
VOTED to approve the Abstract of Audited Vouchers dated February 15, 1971 in the
following amounts: General Fund - $8,196.11; Sewer Fund - $506.50.
Mayor Marcham had no formal report. The core of concern at present are matters
pertaining to the formation of a County Sewer District and how it should be
presented to the residents of the Village. Mayor Marcham read a letter he had
drafted and asked for comments. This letter when finalized to be sent to all
• property owners in the Village. It will explain the facts concerning the
formation of a County Sewer District and ask for opinions from the Villagers.
Mayor Marcham related that this way the Board will have a means of evaluating the
resident's feelings but the final decision whether to sell the plant or not and
join into a County Sewer District still lies with the Board of Trustees. He hopes
to have the letter ready to go out to the Board of Trustees for their comments,
corrections, etc. this week. The next meeting of the County Sewer Agency of which
he is a member representing the Village is to be held March 4th and the Mayor
would like some determination to present at that time.
Fire Chief Boice gave his report and it is on file in the Village Office.
RESOLUTION # 1769 - BID - SPRINKLER SYSTEM
VOTED to authorize the Clerk to advertise for bids for a Sprinkler System to be
installed in the apparatus bays of the existing and proposed Fire Station.
The figures which were used for arriving at a total figure as to the cost of the
additions and alterations to the Fire Station program should be presented at the
next meeting and incorporated in the minutes.
Police Chief McGraw gave his report and it is on file in the Village Office.
Trustee Nelson read a letter from John L. Barry, Commissioner of the Police
Department of the County of Suffolk commending our part time Police Patrolman

Lawrence H. Rabin for his alert and efficient action on January 23 in connection
with an armed robbery at Huntington Station, New York. Mayor Marcham to write a
letter to Mr. Rabin expressing the congratulations of the Board.

The Attorney had no definite report but expressed the desire to have the Fire
O Contract with the Town of Ithaca examined before approval because some of the
wording had been changed from the previous contract being renewed.
The Treasurer said his 8 months report was ready for mimeographing and would be
sent.to the Trustees this week. He is working on the budget and will have a
preliminary one ready soon.

The Engineer gave his report and it is on file in the Village Office. A discussion
of street lighting brought out the wish of Trustee Fogg to begin installing service
lines underground when future services are needed.
The Board praised the work of the crew doing the snow removal work and wished
the Mayor to write a letter of appreciation to these men.
The Clerk gave her report and it is on file in the Village Office.
RESOLUTION # 1771 - APPOINT MEMBER OF REVIEW BOARD
VOTED to appoint Mayor Marcham as the member from the Village on the Local
Assessment Review Board as requested by Thomas G. Payne, Director of Assessments,
and to authorize the Mayor to appoint a substitute if he is not able to attend.
RESOLUTION # 1772 - INSPECTORS OF ELECTION
VOTED that the following election officials be appointed to serve as Inspectors
of Election on Registration Day, February 27, 1971 and the Village General Election,
Tuesday, March 16, 1971 between the hours of noon and 9:00 P.M. on both days:
• Mrs. John Homa, as Chiarman and Mrs. Charles Gates, and the compensation of these
inspectors shall be at the rate of $25 per day on Registration Day and $30 per day
on Election Day, for the Chairman $35 per day.

RESOLUTION # 1773 - NOMINATING COMMITTEE
• VOTED to confirm the Mayor's appointment of the following to the Nominating
Committee: Courtney Crawford as Chairman, Sarah Nungezer, Frank Golay and
Stuart Lewis.

RESOLUTION # 1774 -
WHEREAS, the next general Village Election for officers will be held on March 16,
1971, and
WHEREAS, no person shall be entitled to vote at any Village Election whose name
does not appear on the Village register, and
WHEREAS, it is the duty of Inspectors of Election to prepare such register of
qualified voters for the Village for which they are appointed, and
WHEREAS, Section 4 -426 of the Village Law of the State of New York requires that
every Village hold a Registration Day for each General Village Election,
NOW, THEREFORE, BE IT RESOLVED that
First: The Inspectors of Election shall meet on the 17th day of February 1971 at
836 Hanshaw Road, Ithaca, New York beginning at 9:00 o'clock to commence the
preparation of the register for the forthcoming Village Election.
• Second: That the compensation for preparation of the register shall be at the rate
of $1.75 per hour.
Third: Registration Day for the Village shall be held on Saturday the 27th day
of February 1971.
Fourth: Such registration shall be held at 836 Hanshaw Road, Ithaca, New York
from noon or 12 o'clock to 9 o'clock.
Fifth: Voting for the forthcoming Village Election shall be conducted at
836 Hanshaw Road, Ithaca, New York.
Sixth: At least ten days prior to the Registration Day set in this resolution a
copy of such resolution shall be published in the official newspaper and a copy
shall be posted in at least one conspicuous place in the Village.
Seventh: This resolution shall take effect immediately.
RESOLUTION # 1775 - ELECTION NOTICE
VOTED to authorize the Clerk to publish and post the Notice of Election. The
terms of three Trustees expire March 31, 1971 namely: Ronald E. Anderson,
• Verne A. Fogg and Virginia Powers. Election Day will be March 16, 1971 from
noon to 9 :00 P.M. in the Village Hall.
The date of the Annual Resident's Meeting was set for February 23, 1971 at 7 :30 P.M.
Meeting adjourned at 9 :22 P.M.
