HomeMy WebLinkAboutPublic Hearing on FYE Budget 1971-1972VILLAGE OF CAYUGA HEIGHTS PUBLIC HEARING on the Budget for the fiscal year 1971 -72 was held at 7:30 P.M. with only one person other than Village officials attending. • MINUTES of the Organizational Meeting of the Board of Trustees held Monday, April 5, 1971 at 8:00 P.M. in the Village Hall. PRESENT: Mayor F. G. Marcham; Trustees David Allee, Harold R. Fisher, Verne A. Fogg, Carl H. Nelson, Claire Nulle, Rane F. Randolph; Attorney Roger B. Sovocool; Treasurer Gordon B. Wheeler; Police Chief Jack W. McGraw, Sr.; Fire Chief Ned G. Boice. ABSENT: Engineer John B. Rogers OTHERS: Representatives of the Radio Stations and the Ithaca Journal. VOTED to approve the minutes of the regular meeting of March 15, 1971 previously sent Trustees in mimeographed form. VOTED to approve the Abstract of Audited Vouchers dated April 5, 1971 in the following amounts: General Fund - $6,105.55, Sewer Fund - $588.26, Trust and Agency Account - $42290.86. Mayor Marcham gave his report which is on file in the Village Office. He outlined specifics in connection with the County Sewer Agency. Negotiations in the County Sewer Agency have not dealt conclusively with who would bear the cost of trunk sewers although all negotiations assumed that no costs for trunk sewers would come to the Village. After discussions Mayor Marcham asked if the Board would make a •commitment either by rejecting or accepting or provisionally agreeing to become a part of the County Sewer District. RESOLUTION # 1785 - COUNTY SEWER DISTRICT VOTED to support the proposal for forming a County Sewer District provisionally on the understanding that when the Agency's recommendations have firmed up and prior to conclusive action by the Agency, the Board may have opportunity for further judgment. Mayor Marcham read a letter from Mr. Blanpied which stated that the Villagers were indeed fortunate to have Mr. Tyrrell and his crew ready to respond to off -hours emergencies. The Trustees said Mr. Tyrrell was to be commended. Mayor Marcham also read a letter from Mrs. Shailer S. Philbrick. She suggests the Village have a separate paper collection - sell to recycling plants, reduce their dumps and come out about even financially. Two of our policemen took the examination for Village Police Chief and are on the list of Certified Eligibles of the Tompkins County Civil Service Commission. Sergeant McEwen's mark was 96.0 and Patrolman Darling's mark was 81.0. These men are to be commended. In reference to the matter tabled last meeting concerning the Cayuga Lake Basin Board, it is learned that no action is now required. . Minutes 4/5/71 RESOLUTION # 1786 - DEATH BENEFITS Page 2 RESOLVED that the Village of Cayuga Heights does hereby elect to provide the benefits of Section 60 -b of the Retirement and Social Security Law as presently • or hereafter amended; and BE IT FURTHER RESOLVED that this election shall become effective with the payroll period beginning on first day of June 1971. The Public Safety Committee was asked to have ready for the next meeting a recommendation on the matter of bunkers laundry bills. RESOLUTION # 1787 - JANITOR SERVICE VOTED to authorize an increase to $142.00 monthly to Mr. Marion George for his janitor services to the Village Hall effective May 11 1971. If any officials wish to attend the In- Service Training and Orientaticn Workshops in April or the Annual Conference of Mayors meeting in June they should talk to the Mayor and arrangements can be made. Fire Chief Ned G. Boice gave his report and it is on file in the Village Office. He reported the progress of the contractor on the work of the addition to the fire station. It is progressing nicely. The specifications for the sprinkler • system are almost ready for the letting of bids. The Telephone Company is moving a pole which we hope to be able to have and use to hold the radio antenna. The report contained a request to purchase items to be paid for out of the next year's budget. Trustee Fisher pointed out that officially the new budget has not been adopted and therefore he requests the Fire Chief and also the Police Chief now and in the future to withhold purchase requests until after the budget is adopted. Trustee Fisher also requested the Fire Chief to obtain a schedule of delivery of steel from the contractor for the addition to the fire station. Police Chief McGraw gave his report and it is on file in the Village Office. He said he would be glad to hold off on his purchases until next meeting. # 1788 - SCHOOL - DARLING VOTED to authorize the attendance of Patrolman Darling to the 1971 spring semester at Auburn Community College and the payment of $41.00 for tuition. The Chief was requested to study the traffic conditions on Winthrop Drive and possible solutions to reduce the speed of vehicles to the posted speed. He voiced concern about putting in a stop sign on a through road. Trustee Allee asked why the No Thru Traffic sign had been removed from the entrance to Kline road leading into the City. Chief McGraw replied simply that the State se_i.d we could not make a public road into a private road. Attorney Sovocool reported on the progress of a settlement on the appraisal of the land taken for the sewer plant expansion. He and the Treasurer have been working together on Bonding resolutions concerning the finances of the Village and he hoped to have one ready by May first. . Minutes 4/5/71 Page 3 Treasurer Gordon B. Wheeler asked for a Revenue Anticipation Note since Village funds are tied up in a Certificate of Deposit until April 15th. • RESOLUTION # 1789 - REVENUE ANTICIPATION NOTE VOTED to authorize the Treasurer and Mayor, attested by the Clerk, to execute a Revenue Anticipation Note with the First National Bank in the amount of $25,000 for the period April 1 through April 15, 1971. Treasurer Wheeler related to the Board information obtained from a meeting in Buffalo with officials of the Marine Midland Municipals Company concerning private bond sales and the benefits to the Village of combining some of its indebtedness and the advantage of holding a private sale before the end of this fiscal year for funds connected with the purchase of the Village Hall, etc. Attorney Sovocool is preparing a Bond Resolution which he will present to the Board when it is ready. The Treasurer has also contacted the local banks and they have shown a willingness to purchase the bonds. The Engineer's report was given by the Mayor and it is on file in the Village Office. A discussion about the proposed road in the Village just south of the Town of Lansing line which would connect North Triphammer Road with Warren Road ended with Attorney Sovocool advising the Board that a letter regarding the road be sent to Mr. Schoenfeld to put him on notice that the Village does not at this time care to approve the construction of this road. A study of traffic conditions on Winthrop Drive is ordered to determine whether the flow of traffic there is • excessive and at present dangerous. It is to be conducted by the Police Department in conjunction with the Engineer. It is requested that the short drive at the fire house which connects the parking lots of the fire station and the Corners Community Center be closed. It was determined that Fire Chief Boice just block it off. When the question was raised as to what had been done in the way of communicating with the Towns of Lansing and Ithaca about the surface water drainage problem in the Williamsburg Park area, the Mayor told the Board that he was assured by Mr. Schwan that the Town of Ithaca had a plan for dealing with this problem. The Clerk gave her report and it is on file in the Village Office. RESOLUTION # 1790 - CORRECTION VOTED to change the figures of the Sewer Rent Units in Resolution No. 1783 of the minutes of March 15, 1971 from 1225 sewer units in the Village to 1226 and the Sewer Rent units outside the Village from 1348 to 1359. et *�- Mayor Marcham with the Board's approval appointed Rene F. Randolph as Deputy Mayor for the 1971 -72 fiscal year. The Board of Trustees approved the following appointments: 40 John B. Rogers, Engineer for one official year at an annual salary of $42900. John B. Rogers, Zoning Officer for one official year. Roger B. Sovocool, Attorney for one official year at an annual salary of $2,800. Helen B. Thomas, Deputy Clerk for one official year. Helen B. Gillespie as Member of the Zoning Board of Appeals for three official years. Wayne D. Fleming as Member of the Zoning Board of Appeals for three official years. Orin J. Paul Bradford, Auditor on a fee basis as authorized by the Board of Trustees. Harry G. Henn, Acting Village Justice for one official year at a rate of $12.50 per week of service. RESOLUTION # 1791 - OFFICIAL DEPOSITORIES VOTED that the First National Bank and Trust Company and the Tompkins County Trust Company, both of Ithaca, New York be designated as official depositories of the Village Funds for the 1971 -72 fiscal year. RESOLUTION # 1792 - OFFICIAL CHECK SIGNATURES VOTED that the Clerk be authorized to notify the official banks of the following names to be honored on checks for the year 1971 -72 (two signatures required): F. Thomas, Deputy Clerk at ** RESOLUTION # 1793 - OFFICIAL NEWSPAPER VOTED that the Ithaca Journal be designated the official newspaper for the 1971 -72 official year. :WIMA RESOLUTION # 1794 - CLERK TO EXTEND TAXES VOTED to authorize the Clerk to extend and carry out upon the Assessment Roll the amount to be levied against each parcel of real property shown thereon, according to the total. levy of $270,757.99. RESOLUTION # 1795 - LEVY FOR SPECIAL ASSESSMENT - SEWER LINES VOTED that the amount of $26,548.41 be levied upon the benefited properties in the Village and Texas Lane Extension for the year 1971 -72 as special assessment on sewer lines. 0 • • 40 Minutes 4/5/71 Page 5 RESOLUTION # 1796 - LEVY FOR SPECIAL ASSESSMENT - WATER IMPROVEMENT VOTED that the amount of $8,713.85 be levied upon the benefited properties in the Village for the year 1971 -72 as special assessment on water improvements. RESOLUTION # 1797 - LEVY FOR SPECIAL ASSESSMENT - SIDEWALK VOTED that the amount of $5,744.60 be levied upon the benefited properties in the Northeast Cayuga Heights Sidewalk District for the year 1971 -72 as special assessment on sidewalk improvement. RESOLUTION # 1802 - DATE FOR REGULAR MEETINGS VOTED to set the date for the regular meetings of the Board of Trustees for the fiscal year as the third Monday of each month.
