RLPORT OF ENGINEER
April 5, 1971
I. Elm Tree Removal
A check was made with Tree Warden Pimentel, General Arborists and the Village
General Foreman and as of March 26th there were still three marked elm trees
on Village rightof ways to be removed. Ode on Highland Road, one on Brook
Lane and the other is on Kelvin Place. All three are fairly large trees and
Will cost $80 to $100 each to remove. To date the last bill submitted by
General Arborists, dated March 22 is for $989.60. Since then mdre work was
done by this company and the amount to be billed will be $967.60
II. Fire House Site Work
Site work of moving trees and bushes has been laid out for the general fore-
man. General Arborists has agreed to work with our men to transplant three
larger trees and to complete the work before General Contractor Thomas McCarthy
wants to move in.
Site work of the excavation for the new drive in front of the new fire house
was staked out. This excavation and the installation of a two foot gravel
base can proceed as it will fit into the schedule of the Village general
foreman.
Mr. Heasley of the Corners Community Center is being contacted in hopes that
it will be possible to dispose of excavated soil on the low areas to the west
and north at the back of the Village Fire Hall lot.
III. Construction of Fire House Addition

A meeting was held with the Architects, Mayor, Fire Chief and General
Contractor on ?•larch 24th. The Architect is preparing a small change order
required to meet the fire regulations. It will involve the increasing of
the height of the windows in the front of the office portion of the addition
by 1' -1 feet and also the placing of a curb of 114- feet to the present boiler
room and a required door change to the boiler room. The Architect was re-
quested to prepare his plans and specifications for this change order and
have them submitted to the Contractor so that the Contractor could submit
his bid for doing this change and extra work. It is my opinion that the cost
should be under $50 if anything, as the actual increase cost to the con-
tractor is negligible.
IV. Car Wash Construction Within the Village
Giordano Construction Inc. wants to proceed with the construction of a car
wash which was brought before the Board a year ago. A letter to Teetor-
Dobbins has been sent.asking for their opinions and recommendations as to
the treatment of effluent from a car wash as it might effect the new second-
ary and tertiary treatments now under design by their firm. As a result
of Teetor- Dobbins recommendations there might be some restrictions on the
effluent on the car wash that the Board might want to establish before the
approval of construction.
V. Jacobs Subdivision on Fleck Road
Discussion on the approval of the Jacobs subdivision have been held with
Professor Jacobs and also his Engineer Thomas Miller. One remaining matter
to be resolved is the sewer line right of way across Jacobs land so that his
land and a major part of Lansing can be served by the Village of Cayuga
Heights Sewage Treatment Plant. At this point Professor Jacobs land would
be more greatly benefitted than any other by a sewer line running across his
property.

Because one exact location of the sewer line right of way is not known and
because the party to receive the right of way is not clear (The Village of
Cayuga Heights, Tompkins County. Sewer Agency or the Town of Lansing) be
has been advised by his lawyer not to grant a right of way until these
matters are cleared up. In a way of resolving this matter, I think which
would be acceptable to Professor Jacobs would be to ask him to submit to the
Village a letter of intent to grant a right of way when it is needed and
the location can be established. This letter of intent could be in some
way binding on his heirs or his assigns.
VI. Schoenfeld's Proposed Road in Northeast Corner of the Village.
Numerous telephone calls have been received from Mr. Schoenfeld. It is now
proposed that if the road is approved in the location as last presented to
the Board, the entire construction of the road except for bituminous concrete
paving would be completed by Mr. Schoenfeld before the road is turned over
to the Village.
VII. Request to Discontinue a Short Drive at Fire House
There have been an increasing number of cars turning into the fire house
parking lot driveway on the way to the Corners Community Center. This
presents a hazzard to the cars parked at the fire house. Fire Chief Boice
has requested that the small driveway connecting the fire house parking lot
with the Corners Community Center parking area be removed.
VIII. Municipal Cooperation
As a representative of the Village, the Engineer has met with representatives
of the City of Ithaca, Town of Ithaca, Tompkins County and the Town of Lans-
ing as a municipal cooperation committee headed by Mr. William S. Downing, Jr.
At the last meeting the possibility of requesting a planning report through
a State Program was discussed. The report would be to investigate the feas-
ibility of a consolidated single governmental body for the Greater Ithaca
Area. The formula of funding is described in a letter from the Office of
Planning Coordination to William S. Downing would be two thirds Federal, one
sixth State and one sixth local government or governments. The local share ..
might run $20,000 and be shared between the city, county, towns of Lansing
and Ithaca and the Village of Cayuga Heights. The reaction of the Village
Board of Trustees to establishing and financing such a report is requested
by Mr. Downing's committee.

There were no building permits issued during the past month,
The Zoning Board of Appeals after a second hearing with Mr.Thompson of Patten's
Jewelers granted a variance of a roof overhang into a side yard set back at their
commercial building located on Pleasant Grove Road.
