Marcham, Mayor Members of the Board of Trustees Village of Cayuga Heights Gentlemen: I respectfully submit the report of the activities of the Cayuga Heights Police Department for the year 1970. As traffic and business increases in the Village, the problems confronting the police department are also increasing. It is apparent that the Village is becoming more and more the victim of criminals from outside the area. Personnel turnover continues. On September 1st, Patrolman Robert G. Sims, an officer with the department since June 19693 resigned to take a position with Cornell University. Roger J. Steve II was hired on a provisional basis to replace • Patrolman Sims. The yearly turnover of officers since 1966 has caused a constant training problem to the department and in effect has left the department almost constantly without a fully trained complement of officers. The part -time officers worked a total of 1801 hours this year and this has been a key factor in the reduction of overtime worked by the full time officers by almost 1000 hours. It was a year during which more young people were involved with drug and narcotic violations. It is our hope that with more public awareness and cooperation this trend will change in the future. In- service training of the officers continued this year as we continue to try and keep abreast of the new methods available and strive to improve old methods. The continuing cooperation of the Mayor and Village Board has made it possible for the department to meet the ever increasing needs and demands for police service in the Village.
