CLERK'S REPORT

Last month I reported the receipt of the new Tentative State Equalization Rate
as being set at 79% and now wish to say that last year the rate was also set
at 79%.
Ovettime paid in September for sewer stoppage, etc. "is as follows:
Gardner 2 hours $ 8.58
Garvin 21.1 hours 11.18
Marshall 4 hours 15.84
I attended the 15th Annual Training School for Fiscal Officers and Municipal
Clerks at Grossinger's October 6, 7, 8 and 9, 1970. I will try to brief you
on my activities at this school.
I arrived about 4 P.M. on Tuesday, October 6th. At dinner that evening I sat
at a table which included Elizabeth Murray (Betty to me later since we spent a
great deal of time together after that) and Robert Hamston both from Albany and
connected with the New York State Department of Environmental Conservation and
in particular the Construction Grants Activities.
Wednesday, October 7th after the Opening General Session where we had a session
on "Recent Opinions Affecting City and Village Finances" presided over by Stuart
P. Doling, Senior Attorney. I attended a session on "Internal Controls -
Concepts and Implementation" conducted by David S. Silver, Chief Examiner of
• Municipal Affairs.
I found all the sessions most enlightening but at mealtime I had a chance to
meet more people and discuss aspects of municipal government. The tables were
round and seated ten people.

The following list will give you the titles of the other sessions I attended
during my stay at the school:
Sewage Treatment - Claims for Aid for Operation and Maintenance
Destruction of Records - Microfilming
City and Village Clerks - Responsibility and Duties
Bond Anticipation Notes - How to Use Them Effectively
There were so many sessions going at the same time that I tried to attend the
sessions I thought would help in our particular situations. I have notes on
the session I attended but will not try to relate this information to you.
I feel it is most helpful to meet and get acquainted with the people in Albany
with whom you may later need to contgct for various':reasohs.: . • .
