REPORT OF THE ENGINEER
ONovember 1970
I. The deterioration of the culvert under Cayuga Heights Road near the City Line
called for an emergency replacement of this culvert. 78" diameter steel pipe
has been placed in the stream bed. Extreme difficulty was encountered in
removal of the old culvert because of the depth of the excavation and because
of the numerous headwalls of massive concrete that had to be removed. It was
necessary to hire the Finger Lakes Construction Company equipment on an hourly
basis as the Village equipment was not of sufficient size to handle the job.
The road is expected to be opened for traffic on November 14.
II. Leaf removal has started. A break in the impeller of the leaf vacuum was
solved by the substitution of the impeller from the newly acquired used leaf
vacuum. The damaged impeller has been sent in for welding repairs. Most
leaves that were in piles were removed prior to Halloween night for fire
safety. Manpower available for leaf collection since has been minimal because
of the concentration on the culvert repair mentioned above.
III. Removal of diseased elm trees continues. Elm wood piled by the roadside has
been delayed in being picked up because of the manpower necessary -on the
Cayuga Heights Road culvert replacement job. The removal of this wood is
scheduled for the week of November 16.
IV. The Engineer met with Mr. Tallman of Tallman and Thomas Architects on the
grading and site work at the Fire House. It was agreed that the Village
• forces would do preliminary site work of removal of shrubs and trees that are
necessary as well as the final grading, paving and seeding. A proper drainage
system must be worked out either on the surface or subsurface to carry water
away from the building and to carry the water into the natural stream beds
that would normally carry any of the surface water.
V. The salt bin is in the process of being erected on the Village store yard site.
Poles have been set. Completion of the siding is scheduled for this week.

VI. The Bombardier sidewalk snowplow has been returned by the manufacturer after
having a complete overhaul and finally the machine seems to be in proper
working condition.
VII. A.letter has been received from Mr. Rocco P. Lucente requesting refund of a
sewer payment and also for reclassification of his apartments built on
Sapsuckerwoods Road. Allocations in his letter to a conversation with me are
incorrect as I did not say that any money would be refunded to him or there
would be any reclassification of the houses in question. The Clerk has
checked with tdr. Franklin of the County Assessment Office and has found
that the properties are each a 4 -unit building. Inspection on our part to
see that the 4 units are not occupied by 4 different family units would be
virtually impossible on a continuing basis. We therefore, in my opinion, have
no course but to charge on the basis of the '4- family units as they now exist
in each building. I recommend that we so inform Mr. Lucente.
