Garden refuse, brush and solid waste disposal Through the efforts of Bob Tyrrell, Public Works Foreman, and the cooperation of the Town of Lansing Highway Department we have been able to pick up and dispose of a vast amount of leaves, tree and brush clippings and elm wood. This has taken a considerable amount of the available time of the work force. During this clean up period it was the policy to collect this garden refuse even though it was not in containers or bundled. Now that the initial spring clean up is over we will go to our regular policy of requiring bundling of tree or bush limbs and the placing of other garden refuse in containers. The night of May 6th the Village Engineer attended a meeting of the County Board of Representatives at which Mr. Liguori presented a report on County owned and operated solid waste disposal sites. He stated that the final negotiations and acceptance of bids for the operation of sites to the west and south of Ithaca were in the process of being completed. To service the area of the County in the northeast three sites have been selected and options on the land have been obtained. The decision as to which of the three sites will be selected had not as yet been made. The need for the Village to use the site in the northeast was stressed with Mr. Liguori because of the shorter haul distance and the size of the present Village collection truck which requires two or three trips to the disposal site each day. Mr. Liguori again stated that one or more of the sites would be in operation June 1st of this year. • 2. Public Works Foreman The Tompkins County Personnel Office has approved our request to rename and reclassify as non - competitive the'position now held by Mr.•Robert•Tyrrell. He is now classified as Working Foreman. 3. Mowing Mowing of the Village parks and dandelion control on Village properties has started for this spring, summer and fall period. Mowing of the street sides will be done the later part of June on a contract basis with the Town of Lansing. 4. Equipment The salt spreader box has been removed from the Chevy chassis and replaced by a newly purchased used dump box and hoist. The new Gravely tractor developed motor problems and was returned to the supplier as it is still under warranty. Other equipment has been kept in good operating condition with the efforts of Mr. Tyrrell. Maintenance and operation costs sheets are in operation for each of our pieces of equipment. A review of these will be made before the end of this fiscal year. Any changes or improvements will be included so that we will have a full fiscal year's operation on the forms starting June 1st. 5. Sewer Lines Further investigation of what was thought to be a sewer line leak in the Airport line turned out to be a connection of well water from the Agway Research Center into the sewer line. This connection of well water was not disclosed to us prior to its discovery around the beginning of this month. The magnitude of 0 Engineer's Report Page 2 the flow was estimated and a bill was sent to the County Representatives for the treatment of this sewage. The County was also notified that -a meter on the well water supply should be installed so that proper billing for sewage treatment could be made in future years. Sewage flow meters have again been changed in locations as a method of trying to isolate infiltration trouble spots. A demonstration of sewer line inspection equipment was made during the absence of the Engineer by the Sewer Plant Operator, Mr. Tyrrell and Trustee Fogg. It was deemed that this equipment was not satisfactory for a solution to our infiltration location problems. 6. Village Hall A decision as to the desired treatment of the sidewalks in front of the Village Hell should be made so that construction can be carried out the early part of the summer. Plans will be available at the Board meeting. A storm drain line is recommended for the back of the Village Hall to carry storm and ground water under the paved parking area to the stream northeast of the Village Hall. This work can be installed by the Village work force. 7. Sewer Treatment Plant The grit iemcval chamber has been put back into operation at the request of the State Health Department at the Treatment Plant. This grit chamber does not operate completely satisfactorily but it is the desire of the Health Department that we keep it in operation. It will be redesigned for the new alterations and additions to the plant. Teetor- Dobbins met with the State Grants Office in Albany on May 6th and obtained approval of their progress and new time schedule. Condemnation proceedings should be initiated at once so that we will come under the time limit in our contract with Mr. Liberman for the purchase of his land for the sewer treatment plant expansion. This contract calls for us to purchase or atart condemnation proceedings by June 1, 1970. John B. Rogers Village Engineer
