G. Marcham; Trustees: Ronald E. Anderson, Verne A. Fogg, Margaret McElwee, Rane F. Randolph; Engineer J. B. Rogers, Police Chief J. W. McGraw, Sr.; Fire Chief Ned G. Boice. OTHERS: Representatives of the Ithaca Journal, Radio Station WHCU and Mr. Otto B. Schoenfeld. ABSENT: Trustees Harold R. Fisher, Carl H. Nelson, Attorney Roger B. Sovocool, Treasurer Gordon B. Wheeler. VOTED to approve the minutes of a Regular Meeting held June 15, 1970 with addition of Transfer of Funds dated June 29, 1970 previously sent Trustees in mimeographed form. . VOTED to approve the Abstract of Audited Vouchers dated July 20, 1970 in the following, amounts: General Fund - $14,272.75, Sewer Fund - $2,159.54, Trust & Agency Fund - $3,981.26. Mayor Marcham gave his report and it is on file in the Village Office. # 1704 - COMMITTEE WATER SUPPLY VOTED to appoint a Committee consisting of Deputy Mayor Rane F. Randolph, Engineer • John B. Rogers, Treasurer Gordon B. Wheeler and Trustee Harold R. Fisher to study the program of water supply relating to the Towns of Lansing and Ithaca, and the Village of Cayuga Heights as it is now developing under the stimulus of the Town of Ithaca. * *it RESOLUTION # 1705 - CONDEMNATION PROCEEDING APPRAISAL VOTED to authorize the appointment of Mr. R. M. Fellows of the North East Appraisa3s, Inc. to proceed in the preparation of a court type appraisal of property adjacent to the sewage treatment plant for the purpose of Condemnation Proceedings on the terms specified by Mr. Fellows in his letter of June 23, 1970. Mayor Marcham asked Mr. Schoenfeld if he wished to present his request. He pre- sented a drawing of roads and proposed roads connecting the Towns of Lansing and Ithaca and the Village of Cayuga Heights. He wishes to know the feeling of the residents of the neighborhood on which roads they feel would best suit the needs of the neighborhood before he proceeds to develop any more roads. Mayor Marcham said we would consult with Trustees Fisher and Anderson and with Mr. Stuart Lewis of Winthrop Drive to obtain the plan most agreeable to the residents and pass it on to Mr. Schoenfeld. • Mayor Marcham, in his report, spoke on the necessity of adopting a Code of Ethics and will discuss this further with the Attorney. Engineer John B. Rogers gave his report and it is on file in the Village Office. Minutes 7/20/70 Page 2 He mentioned that diseased elm wood would be taken to the Landstrom landfill site this week in order to give the County time to prepare for the handling of diseased elm wood at the present dumping site. He noted that Tree Warden Pimentel has finished his survey of diseased elm trees in the village and 271 property owners will be sent letters informing them of the number of diseased trees they must remove. The Village has 141 trees on its own property scheduled for removal, most are diseased elms but there are a few trees of other species. The Village policy of hauling and disposing of elm wood for the residents and for the Village is a costly item considering the time of the men employed in it and the equipment used. The Engineer presented the request of Mr. William Norton for a refund of money spent to repair a broken Wye and stub under the road which was installed before the houses were built in the area. Since the fault is questionable but we wish to be fair, the Engineer suggested the Village pay one half of the repair charges. RESOLUTION # 1706 - REFUND SEWER REPAIR CHARGES VOTED to reimburse William Norton, 108 Randolph Road in the amount of $127.98 or one half the cost he incurred in repairing the sewer line that connects his house to the Village sewer system. This payment is not evidence that the Village was at fault in the matter but that in view of the uncertainty as to cause of the broken Wye this refund would be reasonable. * *it • Engineer Rogers related that he is meeting with Mr. Giordano for the purpose of inspecting the sidewalks in the Williamsburg Park area to determine fault of the peeling on some of the surface of the sidewalks. Engineer Rogers has been unable to engage the District Attorney in the matter of prosecuting Mr. Locke for his Zoning Violation but has spoken with Mr. Buyoucos. Mr. Buyoucos is willing to take the case if the District Attorney is unable to do so. RESOLUTION # 1707 - ARCHITECT FOR ADDITION TO FIRE HALL VOTED to commission Tallman & Thomas Architects to proceed with the preparation of the design, drawings, specifications and contract documents for the construction of the addition to the fire house with the understanding that the cost is to be allocated on an hourly basis for and at a total cost not to exceed 8% of the cost of the building with the understanding that the architect's services shall include supervision of the letting of bids but not inspection of construction. The pre- liminary design and plans to be available for approval by the Board at their meeting on August 17, 1970 and work to continue to the final stage so that bids may be let and the opening of bids may take place by September 21, 1970. Police Chief Sack McGraw, Sr. gave his report and it is on file in the Village Office. Mayor Marcham asked Chief McGraw to take whatever procedures necessary •in an attempt to fill the upcoming vacancy in the position of Police Patrolman in view of Patrolman Sims resignation, August 31, 1970. Minutes 7/20/70 Page 3 RESOLUTION # 1708 - PUBLIC HEARING - ORDINANCE is VOTED to hold a Public Hearing at 7 :00 P.M. at the next meeting on August 17, 1970 to amend ARTICLE VI, Parking and Traffic Violations, Section 82 - Parking Prohibited in Designated Locations, to include no parking on either side of Triphammer Road from the Village line on the south to Oak Hill Road on the north. Fire Chief Boice gave his report and it is on file in the Village Office. RESOLUTION # 1709 - INTENT OF PURCHASE VOTED to approve informing Fire Chief Weaver of the City of Ithaca of our intent to purchase for a price not to exceed $1,000 the used 85' aerial ladder truck upon its availability and final inspection by the Village. RESOLUTION # 1710 - FIRE DEPARTMENT PURCHASES VOTED to approve the purchase of 200 reflective stickers, 3 12 inch nozzles, 4 hand lights and radio mikes to be mounted on the engines as listed in the report of the Fire Chief in the amount of $471.45. Also to approve purchase of printed materials to be used for Fire Prevention Week for a total price of $97.40. Fire Chief Boice said he was offering the residents of the Village his service to inspect their homes for fire safety suggestions. The business properties will be inspected soon and suggestions offered for better fire safety practices. The Treasurer's report was received and becomes part of the Village records. RESOLUTION # 1707 - APPOINT THOMAS G. MILLER VOTED to formalize action taken at the Special Meeting on July 13, 1970 to authorize the Engineer to appoint Mr. Thomas G. Miller to make additional surveys to establish baselines for the assistance of Teetor - Dobbins, Consulting Engineers, and to appoint him also to carry out necessary survey of the Village Sewer Line under and beyond the cattle pass culvert at Route 13. The Clerk's report is on file in the Village Office. RESOLUTION # 1708 - REFUND SEWER RENTS VOTED to refund to Tompkins County the sum of $202.66 for sewer rents paid in error for sewer service to the Agway Building. The Board decided two more estimates should be obtained before they decide on instal- lation of more lighting fixtures in the Clerk's Office. Meeting adjourned at 9:55 P.M. Rose M.
