HomeMy WebLinkAboutEngineer's Report July 1970VILLAGE OF CAYUGA HEIGHTS REPORT OF THE ENGINEER JULY 1970 REFUSE COLLECTION After negotiations with the City of Ithaca permission was received by Mr. Robert 0. Deman to use the City of Ithaca Solid Waste Disposal Area until July 18, 1970 at which time this area will be closed. The County Sanitary Landfill Area to serve the northeast section of the County including the Village of Cayuga Heights is scheduled to be open on July 20, 1970. Collection routes have not as yet been changed. STREETS The gasoline driven AC Welder and Power Plant was purchased and has been in operation for the past few weeks. This unit can be used as an emergency generator for power supply of 110 volts DC current. Upon the recommendation of the Public Works Foreman, Bob Tyrrell, authorization was given to purchase a used 4 -wheel drive power wagon for $450. This vehicle came on the market on short notice and seemed to fit well our needs for an off the road heavy duty prime mover for our air compressor. or sewer rodder. At the time of pur- chase the truck needed a new motor Mr. Tyrrell has 1 Gated such a motor and assures S�EaoL� cost for putting the truck in good operating condition will be about $150 Bids were received for the supply of sewer pipe and awarded at the Special Board Meeting held July 13, 1970, Notice of award to the low bidder, Haverstick and Company, Inc. of Ithaca has been sent. Delivery of the pipe will be made before • the end of the month. The heavy rain storm of July 3rd caused the flow at the Village Sewer Disposal Plant to exceed 3 million GPD but the flow at that level lasted only a very short time. Here again indicating that any infiltration problems are from some direct surface connection or a connection near a stream bed. Flow charts will be available at the Village meeting. F11. l R; A copy of the Village contract with the City for water service and hydrant service was secured and the following is quotation of section 8 of that contract, "The City agrees to operate all valves, service all hydrants (not including repairs) and do necessary flushing of mains without additional charge for water used in such operations. The Village agrees to pay all labor charges involved in flushing said mains. The City also agrees to operate and maintain all pumping stations and storage tanks, at the option of the District for which rervice the Village agrees to re- imburse the City." It was not clear as to the meaning of "service all hydrants (not including repairs)" so a meeting was held between the engineer and Mr. Hannan of the City Water Department on July 1. A copy of Fire Chief Boice memo on service dated June 21 was shown to Mr. Hannan and he agreed that the City would do the hydrant inspection and servicing for the fee of $75 per hydrant per year paid by the Village. He stated that a crew was doing the inspection of hydrants in the Village. In the City the City Water Department has done a major part of the inspections. This familiarizes the firemen with the hydrant locations and also makes use of available time of paid firemen. The Village situation differs in • that we have no paid fireman and there is no available time from the Village streets and maintenance men to carry out the inspections, A copy of the report sheet filled out by men making the inspections for the City wi" be turned over to Fire Chief Boice. It is suggested that he deal directly with Mr. Hannan for the inspections he thinks are necessary on the fire hydrants. Engineer's Report STREETS - STORM SEWERS Page 2 • Little damage occurred in the big rainstorm of July 3rd. A few culverts became plugged and water overflowed the streets. On East Upland where we were requested not to install a new culvert at the Webster property, the water overflowed East Upland Road. This did not cause any damage to the road or the shoulders. At the corner of Midway and Klinewoods Road a culvert that had overflowed a number of times before 'again overflowed with the heavy rainfall. On July 13th the culvert was dug up and replaced. A large 2 x 6 was lodged in the center of this culvert and was a major source of the problem. At 310 Triphammer Road the newly graded playing field of the University caused the drainage system to plug up and water flowed over Triphammer Road. The bank next to the sidewalk was eroded. The University replaced the washed out area the Monday after the storm. REMOVAL OF DEAD ELM TREES Clarification is requested as to the Village position and Village authority to proceed with the removal of dead elm trees on private property during the summer, fall or winter. If we do not set up a system that will give the Village adequate time to move in and do the removal themselves before those landowners who will not cooperate,it seems that a almost year round surveillance notification and removal system is needed. STREET OPENING PERMITS During the past month 2 street opening permits were issued. • The New York State Electric and Gas Company is in the process of replacing gas mains on a number of the Village streets. The majority of the work is being done outside of the paved road but within the road right of way. There are places where the paved road must be crossed and in these locations proper backfill and tamping is being carried out to reduce settlement to a minimum. Inspection crews said the roads have been left in very good shape and the adjoining property owners land is put back in as near as possible to the previous condition. J. B. Rogers Village Engineer •
