VILLAGE OF CAYUGA HEIGHTS MINUTES of a Regular Meeting of the Board of Trustees of Cayuga Heights held in the Village Hall, 836 Renshaw Road, on February 16, 1970 at 7:30 P.M. PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher, Verne A. Fogg, Margaret McElwee, Carl H. Nelson, Rane F. Randolph; Treasurer Gordon B. Wheeler, Attorney Roger B. Sovocool, Police Chief Jack W. McGraw, Sr., Fire Chief Richard A. Vorhis.' OTHERS: Nancy Glick of the Ithaca Journal VOTED to approve the minutes of a regular meeting held January 19 and a Special meeting held February 2, 1970. VOTED to approve the Abstract of Audited Vouchers dated February 16, 1970 in the following amounts: General, Fund $5,618.57; Sewer Fund $1,077.00; Capital Fund $200. Mayor Marcham gave his report and it is on file in the Village Office. RESOLUTION 1612 - ELECTION NOTICE VOTED to authorize the Clerk to cause Notice of Election to be published and posted. The terms of the Mayor and three Trustees expire, namely: Mayor F. G. Marcham, Trustees Harold Fisher, Carl Nelson and Rene Randolph. * e • Mayor Marcham spoke of the employees wishing some of the personnel policy to be made . more clear to them and suggested a meeting of the public - ,corks committee. Mayor Marcham reported he has a request from the Village Justice to purchase a tape recorder to be used in place of a court stenographer. After discussion it was de- cided to have Justice Dean present his request for a specific recorder stating the price. Two bids were received fcr the test borings to be performed on the Liberman property that is adjacent to the Sewage Treatment Plant and is needed for the additions and alterations. The bids were from Rochester Drilling Company, 961 Lyell Avenue, Rochester, New York 14606 and Empire Soils Investigation, Inc., 105 Corona Avenue, Groton, New York 13073. Rochester Drilling Company being the low bidder. RESOLUTION 1613 - AWARD BID - TEST BORINGS VOTED to award the bids for the Teat Borings which were opened February 6, 1970 to Rochester Drilling Company as per the Proposal for the Performance of Borings, Additions and Alterations to Wastewater Treatment Facilities, Village of Cayuga Heights, New York, dated February 2, 1970. RESOLUTION 1614 - TEST BORING VOTED to authorize Teetor - Dobbins to perform minimum necessary supervision on the • test boring work, this supervision to be done under the terms of the contract between Teetor- Dobbins and the Village and the supervision to be done in collabora- tion with Mr. Harold Cornelius of the Village staff. x � � The Fire Chief gave his report and it is on file in the Village Office. RESOLUTION 1615 - DOCUMENTS ON SEWER PERMITS VOTED to authorize the Mayor, Attorney and Engineer to bring up to date the documents applicable to obtaining a sewer permit. xxx Attorney Sovocool reported the M. W. Guidi Company must make further payments to the sub - contractors before we can release the last payment. Attorney Sovocool will write to the State Comptroller and seek his advice on the use of Connection Charges as a means of defraying the cost of the additions and altera- tions of the Wastewater Treatment Facilities. RESOLUTION 1616 - RETAIN BONDING ATTORNEY VOTED to authorize the Attorney to retain Sykes, Galloway & Dikeman as Bonding Attorneys to take responsibility for drafting the bonding resolution for the Village on the matter of financing the Wastewater Treatment Facilities additions and alter- ations. x x x RESOLUTION 1617 - CONTRACT FOR SNOW PLOWING VOTED to authorize the Mayor to sign a contract with the Town of Lansing for snow- plowing of the roads in the Catberwood subdivision. xxx RESOLUTION 1618 - AUTHORIZING F. G. MARCHAM TO EXECUTE MEMORANDUM OF UNDERSTANDING BETWEEN THE WATER RESOURCES COMMISSION AND VILLAGE OF CAYUGA HEIGHTS WHEREAS, it is necessary, pursuant to the Conservation Law, Part 3 -a of Article 5, the Water Resources of the State are subject to the protection and control of the Water Resources Commission. RESOLVED, pursuant to Section 429 -a, of the Conservation Law, that the Mayor be authorized and directed to execute a Memorandum of Understanding between the Com- mission and the Village of Cayuga Heights, and FURTHER RESOLVED, that said Memorandum of Understanding be incorporated in and made a part of this Resolution. Dated: February 16, 1970. xxx RESOLUTION 1619 - PERMIT ENCROACHMENT VOTED to authorize a temporary permit'for the continuation of the encroachment of the building at 519 -21 Wyckoff Road, nuw known as the Epsie Morse Estate, into the right of way of the road. The permit shall exist at the will of the Village, subject to 20 days notice to the owner. x x x Minutes 2/16/70 Page 3 After a discussion regarding the wording of the Multiple Residence Ordinance, it was . decided the Zoning Board of Appeals has power to sanction the division of the lot if it meets the size and set back requirements and that the question of use was a matter for decision by the Board. Attorney Sovocool reported he had a request from the Holiday Inn, through the Town of Lansing, to be permitted to hook onto our sewer service. This is not in a Sewer District. RESOLUTION 1620 - BOND ANTICIPATION NOTE VOTED to authorize the Treasurer to issue a Bond Anticipation Note No. 2 for $33.250 as part of the total issue for the property purchased from the Village Green. w � � VOTED to accept the Treasurer's Eight Months Report in the following amounts:, Bank Balances January 31, 1970: General Fund $2,683.18 Sewer Fund 161414.37 Sewer Lines Fund 2,208.21 Water Lines Fund 236.06 Tax Stabilization Fund 11,420.28 RESOLUTION 1621 - TRANSFERS VOTED to approve transfers as follows: •To A -74 -430 (Village Hall Ins.) M N N In the absence of the Engineer, the Mayor gave his report and it is on file in the Village Office. The Assessor filed the Tentative Assessment Roll with the Clerk on February 2, 1970. • RESOLUTION 1623 - OVERTIME VOTED to approve the overtime as follows: Gardner, 23 hours, $9177; Garvin, 7 hours, $30.38; Geiger 6 hours, $25.50; Marshall, 40 hours, $144.00; Oltz, 28;j hours, $123.98; B. Truax, 6 hours, $28.98; R. Truax, 50 hours,$241.50; R. Truax, 7 hours, $22.58. RESOLUTION 1624 - COMMITTEE OF THE WHOLE VOTED to act as a Committee of the Whole to make up the 1970 -71 Budget. After studying the proposed requests of the different departments, the Board decided that since we have no figures of assessments from the County Assessing Department there was little work that could be done. RESOLUTION 1625 - RECESS BUDGET 14EETING VOTED to recess the Budget meeting until 7:00 P.M. Monday, February 23, 1970 with a request for written supporting material from the Fire Department, Police Depart- ment and the Public Works Department be sent the Trustees by the Clerk.
