HomeMy WebLinkAboutPublic Hearing 2/2/1970VILLAGE OF CAYUGA HEIGHTS A PUBLIC HEARING was opened by Mayor Marcham at 7:30 P.M. on February 20 1970 in the Village Hall to hear opinions concerning the formula for assessing and the amount to be charged against the Northeast Cayuga Heights Sidewalk District. PRESENT: Mayor F, G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher, Verne A. Fogg, Carl H. Nelson; Attorney Roger B. Sovocool; Treasurer Gordon B. Wheeler; Engineer John B. Rogers. ABSENT: Trustees Margaret McElwee and Bane F. Randolph OTHERS PRESENT: About a dozen residents and representatives of the Ithaca Journal and Radio Station WHCU. Questions were answered concerning the number of lots occupied and unoccupied and the amount to be raised. The feeling seemed to be that the figures now given were in keeping with the Manual used in presenting a program for formation of the district. One resident spoke of better Police patrol on North Triphammer Road to deter speeding. Mayor Marcham said he would recommend the proposal to the Police Department. Mayor Marcham closed the Public Hearing at 8:30 P.M. MINUTES of a Special Meeting of the Board of Trustees of the Village of Cayuga Heights held at the Village Hall at 8 :30 P.M. on February 2, 1970. PRESENT: Same as Public Hearing • ABSENT: Same as Public Hearing OTHERS: Same Action taken on the Sidewalk District is as follows: RESOLUTION # 1604 - SIEWALK DISTRICT WHEREAS, A Public Hearing was duly held on the second day of February, 1970, at 7 :30 p.m. in the Village Office in the Village of Cayuga Heights, New York, concerning the amount of money to be borne by local assessments on property within the Northeast Cayuga Heights Sidewalk J)Iatrict with said costs to be assessed against the owners of the said land, it is HEREBY RESOLVED and determined that the Notice of Hearing was duly posted and Published in due form and, it is FURTHER RESOLVED and determined that the cost to be assessed against the district is the sum of $24,880 to be borne by local assessments on property within the district and, it is FURTHER RESOLVED that all of the land within the Northeast Cayuga Heights Sidewalk District is benefited and, it is FURTHER RESOLVED and determined that the method of assessment is one unit per occupied lot and 1/2 unit per vacant lot and with all land not subdivided assessed at one unit per acre until such time as such land is subdivided, FURTHER RESOLVED and determined that the cost shall be spread over a period of five years with interest at 5% per annum. �t iF Minutes 2/2/70 Page 2 RESOLUTION # 160 - APPOINT MEMBER OF REVIEW BOARD VOTED to appoint Mayor Marcham as the member from the Village on the Local Assess - A ment Review Board as requested by Thomas G. Payne, Director of Assessments, and to authorize the Mayor to appoint a substitute if he is not able to attend. RESOLUTION # 1606 - INSPECTORS Or ELECTION VOTED that the following election officials be appointed to serve as Inspectors of Election on Registration Day, Febraury 28, 1970 and Village General Election Day, Tuesday, March 17, 1970 between the hours of noon and 9 :00 P.M. on both days: Mrs. George J. Raleigh, as Chairman and Mrs. John Home, and the compensation of these inspectors shall be at the rate of $25 per day on Registration Day and $30 per day on Election Day for the Chairman $35 per day. The Board designates the offices to be filled as three Trustees, two years each and one Mayor, two years. RESOLUTION # 1607 - WHEREAS, the next general Village Election for officers will be held on March 17, 1970, and WHEREAS, no person shall be entitled to vote at any Village Election whose name • does not appear on the Village register, and WHEREAS, it is the duty of Inspectors of Election to prepare such register of qualified voters for the Village for which they are appointed, and WHEREAS, Section 4 -426 of the Village Law of the State of New York requires that every Village hold a Registration Day for each General Village Election, IOW, THEREFORE, BE IT RESOLVED that First: The Inspectors of Election shall meet on the 18th day of February 1970 at 836 Hanshaw Road, Ithaca, New York beginning at 9:00 o'clock to commence the preparation of the register for the forthcoming Village Election. Second: That the compensation for preparation of the register shall be at the rate of $1.75 per hour. Third: Registration Day for the Village shall be held on Saturday the 28th day of February 1970. Fourth: Such registration shall be held at 836 Hanshaw Road, Ithaca, New York from noon or 12 o'clock to 9 o'clock. Fifth: Voting for the forthcoming Village Election shall be conducted at 836 Hanshaw Road, Ithaca, New York. Sixth: At least ten days prior to the Registration Day set in this resolution a copy of such resolution shall be published in the official newspaper and a copy shall be posted in at least one conspicuous place in the Village. Seventh: This resolution shall take effect immediately. • Minutes 2/2/70 Page 3 The Mayor nominated the following persons to the nominating committee: Mrs. Sarah Nungezer, 202 East Upland Road; Mr. Donal Dermody, 124 Randolph Road; Mr. Nelson Greer, 905 Triphammer Road; and Mr. Ralph Barnard, 215 Highgate Road, Chairman of the Committee. VOTED to set February 24, 1970 at 7:30 P.M. as the date for the Annual Meeting of the Board of Trustees with the residents of the Village. Mayor Marcham suggested having a little ceremony at this time with the Boy Scouts presenting to the Village their gift of a Flag of the United States, and the Police Benevolent Association their New York State Flag. RESOLUTION # 1608 - PARTIAL PAYMENT TO GUIDI VOTED to authorize payment to M. W. Guidi Construction Inc. of the final payment after the filing of Waiver of Liens from the subcontractors has been approved by the Attorney. We are to withhold $1,000 of the final payment as a retainer until such time as the work is accepted as final. RESOLUTION # 1609 - BID ON AIR COMPRESSOR VOTED to authorize the Clerk to advertise for bids for an air compressor to meet the specifications as set forth by the Engineer. RESOLUTION # 1610 - LETTER ON UNITS • VOTED to instruct the Clerk to send to the two apartment complex properties located in the Town of Lansing and known as Uptown Village and Lansing West, a registered, return receipt requested, letter notifying the owners of the intended number of units to be charged and that new sewer permits will have to be obtained before more connections can be made. The letter is to request an answer by return mail confirming the number of units now connected to the Village sewer system. *� it RESOLUTION # 1611 - COMMITTEE FOR GENERAL WORK FORCE VOTED to appoint Trustees Rane F. Randolph and Verne A. Fogg to serve with Mayor F. G. Marcham as a committee to concern itself with the general work force. Attorney Sovocool is to draft a resolution or resolutions renewing the Sewer Permit and the Sewer Questionnaire to bring them up to date and enable the charging of $5 per inspection of sewer lines outside the Village.
