MINUTES of a Public Hearing held at 7:00 P.M. in the Village Hall on August 17, 1970.
• PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher,
Verne A. Fogg, Rane F. Randolph; Treasurer Gordon B. Wheeler; Attorney Roger B.
Sovocool; -Police Chief Jack W. McGraw, Sr.
OTHERS: Representatives of the radio stations WHCU and WTKO and The Ithaca Journal,
Mr. Richard Locke and brother, Mr. Schoenfeld and Stuart Lewis, President of the
Williamsburg Park Civic Association.
Mayor Marcham opened the Public Hearing saying the notice of Public Hearing had
been duly advertised and posted. The hearing is to consider an amendment to the
Village Ordinance, namely Article VI, Section 82. Mayor Marcham read the proposed
amendment. There being no comments the hearing closed at 7:15 P.M.
MINUTES of a regular meeting of the Board of Trustees held Monday, August 17, 1970
at 7:30 P.M. in the Village Hall.
PRESENT: Same as Public Hearing with the addition of Engineer John B. Rogers and
Fire Chief Ned G. Boice.
VOTED to approve the minutes of a special meeting of July 13, and a regular meeting
of July 20, 1970 as previously furnished Trustees in mimeographed form.
VOTED to approve the Abstract of Audited Vouchers dated August 17, 197q subject to
the inspection and approval by the Engineer of the bill from Gardiner Schneider for
•tree removal work,in the following amounts: General Fund - $9,755.69, Sewer
Fund - $2,109.75.
Mayor Marcham gave his report and it is on file in the Village Office. He touched
on the subject of surface water problems and the meeting he and the Engineer had
with Mr. Locke and his attorney Mr. Wiggins.
RESOLUTION #'1709 - SURFACE WATER PROBLEMS
VOTED resolved to request Attorney Sovccool to deal with the general responsibility
of the Village management of surface water and Attorney Buyoucos to deal with the
specific problems, in particular as they relate to East Upland Road and the Stephens
.property on Hillside Drive.
Mayor Marcham is to write a letter to Patten's Jewelers to request more information
about a proposed.sign they wish to erect at 188 Pleasant Grove Road. We need to
know the size, height, placement and illumination of the proposed sign.
A lengthy discussion ensued in connection with the location of roads in the
Williamsburg Park area both inside and outside the Village. Mr. Schoenfeld related
facts concerning the ownership of the rights -of -way and the bankruptcy proceedings
of the Lansing Towne Houses Corporation; a public sale is to be held August 21.
No action was taken. It was suggested that perhaps in the future the three munici-
palities request the County to take over the road since it will connect two County
roads, North Triphammer Road and Warren Road.

RESOLUTION #1710 - ADOPT AMENDMENT TO ORDINANCE
• VOTED resolved to duly adopt the amendment to Article VI - Parking, Standing and
Stopping, Section 82 - Parking Prohibited in Designated Locations. Add subparagraph
"n" to read - On either side of the street within the right of way lines of
Triphammer Road from the Village line on the south to Oak Hill Road on the north.
Effective 9/l/70.
Engineer Rogers gave his report and it is on file in the Village Office.
RESOLUTION #1711 - ADDRESS CHANGE
VOTED to change the address of the house and lot on the Village maps from 300 Winthrop
Drive to 101 Burleigh Drive.

The Board requested the Village Clerk to make up a list of those who remove trees
and keep it available for residents who wish to consult it. Also to suggest residents
get more than one estimate and check on the insurance being carried by those doing
the tree removal.
Mayor Marcham is requested to write a letter to the County requesting the Landfill
Site be kept open until 5:00 p.m. to better facilitate the removal of household
40 trash and dead elm wood.
The following proposals for installing more lighting in the Clerk's office is as
follows:

Norton Electric Co. Inc. 593.00
Cortright Electric, Inc. 505.00
Marion Electric Co. Inc. 45o.00
The Engineer recommended we give the work to Marion Electric Co. Inc.
RESOLUTION #1712 - LIGHTING - CLERK'S OFFICE
'TOTED to have Marion Electric Company, Inc. install six more fixtures matching the
existing ones and to be put on a new circuit for a price of $450.00.
RESOLUTION #1713 - ATTENDANCE AT PUBLIC WORKS SCHOOL
`TOTED to approve the attendance of Robert Tyrrell at the Public Works School at
Cornell University, October 28, 29 and 30, 1970. The expenses not to exceed $20.00.
Trustee Fogg remarked that Mr. Tyrrell is doing a great job and others concurred.
'..be subject came up concerning the District Attorney and whether he would be able
•to handle our case against Mr. Locke in violating the Zoning Ordinance. Zoning
Officer Rogers suggested that since the District Attorney's case load is heavy and
ire might have to wait a long time for him to handle it we should contact Attorney
Buyoucos to handle this matter for us. All agreed.

•The Police Chief requested three street lights be installed on Simsbury Drive.
The Engineer and Police Chief are to go over the area and decide the density and
need of lights to be installed and report back at the next meeting.
RESOLUTION 14714 - APPOINTMENT ROGER J. STEVE II
VOTED to appoint Roger J. Steve II to the position of Police Patrolman on a
provisional basis at an annual salary of $7,100 effective August 183 1970.
The Fire Chief gave his report and it is on Pile in the Village Office.
He commented on the Fire Council meeting and said that Architect Thomas has not
finished the plans for the addition to the fire station and hopes to have them soon.
Engineer Rogers explained that the architects would prefer to do the supervision
of the construction in addition to the supervision of the letting of the bids as
stated in Resolution 1707 of the 7/20/70 meeting. The cost not to exceed 2%. No
Board action was taken.
Attorney Sovocool gave his report including the status of the condemnation
proceedings. There are two points on which we will need more specific detailed
documents etc. One is to show that this is the only property we can use in the
area and the second is the need of the Village. Teetor - Dobbins, Consulting Engineers,
will be consulted.
He has been informed by the Morton Salt Company about the salt rights and that they
will give these rights to the Village through a Quick Claim Deed.
RESOLUTION #1715 - SALT RIGHTS
VOTED to authorize the Attorney to prepare a Quick Claim Deed for the salt rights
of Morton Salt Company as they relate to the property now under condemnation
proceedings and relate to the Morton Salt Company the appreciation of the Village
for their gift.
RESOLUTION #1716 - PUBLIC HEARING
VOTED to hold a Public Hearing at 7:00 P.M. on September 21, 1970 to consider
amending Article XII, Hawkers, Peddlers and Solicitors to include the bonding of
solicitors.
Attorney has nothing as yet to report about the Code of Ethics.
The Treasurer gave his report mentioning that the fringe benefit cost has gone up
and should be reflected in our billing charges for any labor.
• RESOLUTION #1717 - OVERHEAD CHARGES ON LABOR
VOTED when calculating the cost of services provided to persons by the Village work
forces to add 40% as indirect costs to the labor charged.

Treasurer mentioned two changes in the Retirement System that are available now
with resolutions from the Board of Trustees. One is a chance to pick up to three
years of service from service in the military and the other is better death benefits.
Trustee Randolph is to get together with Mr. Wheeler and report back at the next
meeting giving their recommendations.
Treasurer Wheeler said he found out -that municipalities can rent their property,
as we do to Flavin's Jewelry. A check is to be made into the lease of Flavin and
recommendations made at the next meeting.
The Village Clerk gave her report and it is on file in the Village Office.
RESOLUTION #1718 - TRAINING SCHOOL
VOTED to authorize the Clerk to attend the Annual Training School for Officials at
Grossinger's from October 6 to 9, 1970.

RESOLTUION #1719 - CLERK'S SALARY
VOTED that the salary of the Village Clerk, Mrs. Rose M. Tierney, be increased
beginning September 1, 1970 to a yearly rate of $7,000.
