Gentlemen:
I respectfully submit the annual report on the activities of the Cayuga
Heights Police Department for the year 1969.
The number of complaints handled by the Department continued to increase
again this year. As crime continues to increase throughout the United States,
it is also increasing in the Village. The Department was required to spend
more time on criminal investigations this year as a result of this increase.
Although area law enforcement agencies were helpful in assisting the Department
in these investigations, they too are experiencing more demands and were
unable to provide as much assistance as in the past.
• Due to the disturbances at Cornell University between April 18th and
23rd, it was necessary to increase patrols within the Village. The Department
received numerous requests from Village residents for an increase in Police
protection. The officers of the Department worked many overtime hours to
assure adequate protection for the residents.
Throughout the year, the Department participated in a continuing
investigation of the dangerous drug and narcotic problem in the area.
The Department lost two competent officers during 1969. On February
12th, Joseph W. Mace Jr., age 24, a part -time Patrolmen passed away. On
February 24th, William F. Reynolds, age 24, a full -time Patrolman passed
away. The passing of these officers was a great loss to the Department.
On June 1st, Robert G. Sims was hired as a full -time Patrolman. On
September 3rd, Harlin R. McEwen who has been provisional Sergeant since
September 23, 1967, was given a permanent appointment as Sergeant after he
received 101.1 on the Civil Service Promotional Test. It should be noted
that this test was taken by all four of the Department officers on May 24th,
and each of the officers passed the examination with an excellent mark.
During November and December, several house burglaries were committed
within the Village. These burglaries were the target for the theft of
mainly jewelry and silverware. It is our opinion that these burglaries
were committed by highly professional burglars. These burglaries made it
necessary for the officers to work many hours of overtime.
The Department moved into new quarters at the Village Hall, 836 Hanshaw
Road, on October 24th. This has greatly improved the efficiency of the
Department and increased the morale of the officers.
The officers of the Department continued to receive training in various
fields this year. On March 25th and 26th, Sgt. McEwen and Ptlm. Darling
attended a Seminar on "Drugs, Alcohol, and Driving" sponsored by the State
Traffic Safety Council held at Binghamton. On April 28th and 29th, Sgt.
McEwen and Ptlm. Darling attended a school on the operation of the breath -
alizer conducted by the New York State Police at Albany. From May 5th thru
May 9th, Ptlm. Darling attended an F.B.I. Fingerprint School at Broome
Technical Community College. On August 21st thru 23rd, officers attended
various lectures which were part of the Police Law Society Seminar held in
Elmira. From October 6th thru October 21st, Sgt. McEwen took a Law Enforce-
ment Study Course in Switzerland where officers from throughout the United
States learned about the police methods of Switzerland. On November 11th
thru November 13th, Pltm. Cooper attended a school on the operation of
the breathalizer conducted by the New York State Police at Canandaigua.
On December 2nd, Ptlm. Cooper was awarded an Intermediate Training
Certificate by the Municipal Police Training Council after attending
a course for several weeks at the Tompkins - Cortland Community College.
On December 8th thru December 12th, Sgt. McEwen attended an F.B.I.
Photography school conducted at the Ithaca Police Headquarters. Officers
• of the Department also continued taking courses in the Police Science
program at Auburn Community College.
Good cooperation between other police and governmental agencies has
continued throughout the year. The area news media have also rendered
invaluable assistance to the Department.
The Village Board's recognition of the increased needs and require-
ments of the Department during the past year enabled us to provide
police services necessary for the protection and well being of the Citizens
of the Village of Cayuga Heights.
