Marcham, Mayor Members of the Board of Trustees Village of Cayuga Heights Subject: Activities of the Police Department for June,July, August 1969 Gentlemen: The Department handled 172 complaints and investigated 17 motor vehicle accidents during the three month period. There were 86 traffic arrests and 33 parking tickets issued. One person was arrested on a warrant issued by the Village Justice. On June 13, a woman was arrested for "Giving Name Falsely For Purchase of Exempt Narcotic ". This was the second arrest for this violation during 1969. On June 19, a man was arrested for "Petit Larceny" in connection with the theft of articles from the Cayuga Heights School. On July 8, a woman was arrested for "Unlawfully Dealing With a Child ". This arrest arose out of an incident concerning the furnishing of alcoholic beverages to minors. On July 13, two men were arrested on charges of 'Criminal Trespass" in connection with the • unlawful entry into a vacant fraternity house. On July 27, a man was arrested for "Public Intoxication" following a complaint from the Maxwell Vacation School. On August 25, a man was arraigned in County Court on charges of 'Criminal Possession of a Forged Instrument ". This followed an indictment by the Grand Jury as a result of evidence presented by the Cayuga Heights Police Department. The evidence concerned the presentation of forged narcotic prescriptions to local pharmacies. The Department handled five bad check cases during this period. On July 7, a Village residence was burglarized and stereophonic equipment valued at over $1000 was stolen. On August 52 a motorcycle valued at over $2000 was stolen from a Village residence. Neither of these items have been recovered as yet and the matters are still under investigation. During the summer, numerous complaints were received concerning unlicensed solicitors. We would like to bring to your attention again the fact that there are no penalties provided in the Village Ordinance for these violations. We previously requested the Village Board and Village Attorney to correct this problem in July i S3. Effective Ceptember 1, 1969 an ammendment to the Village Law provides for a fine for those Village Ordinances for which no express penally is Provided but we sti.1 feel that a jail sentence should also cry ircladed. ' The Department handled seven juvenile cases during the summer. On June 19, a boy was apprehended along with an adult stealing articles from the Cayuga Heights School. The boy was referred to Family Court. From June 20 thru August 12, six juveniles admitted making harassing telephone calls to the Cayuga Heights Volunteer Fire Department. The parents of the juveniles were notified and the juveniles warned about making further calls. The New York Telephone Company cooperated with the Cayuga Heights Police Department in these investigations. There were no reported curfew violations during the summer months and it appears that the curfew has curtailed many of the acts of criminal mischief which have occurred in past summers. On August 21 -23, Chief McGraw, Sergeant McEwen, and Patrolmen Darling and Sims attended various lectures at the Police Law Society Seminar in Elmira. The lecturers were from various parts of the country and provided the latest information in their fields. On October 6, Sergeant McEwen will go to Switzerland for two weeks for a Law Enforcement Study Course. He will be going with 30 other persons from all over the United States who are connected with law enforcement. The purpose of the study course is to learn advanced training and educational methods in use by the Swiss Police. It is hoped that those taking the course will bring back some new ideas in law enforcement which will benefit the police of this country.
