Minutes 10/1/1969VILLAGE OF CAYUGA HEIGHTS MINUTES of a Special Meeting of the Board of Trustees held at the Village Office, 194 Pleasant Grove Road on October 1, 1969 at 4:00 P.M. PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher, and Rene F. Randolph; Engineer John B. Rogers; Attorney Roger B. Sovocool ABSENT: Trustee Verne A. Fogg, Margaret McElwee and Carl H. Nelson Mayor Marcham brought the Board up to date on the events of a meeting with Mr. Leonard Libermand and his Attorney Robert S. Grant held in Attorney Roger B. Sovocool's office on Friday, September 26, 1969 at 3:00 P.M. Mayor Marcham, Engineer Rogers and Attorney Sovocool held the meeting to offer Mr. Liberman a price of $7,500 for land needed for the expansion of the present Sewage Treatment Plant and which is adjacent to the plant on the southwest boundary. Engineer Rogers, Attorney Sovocool and Mayor Marcham reported that they had had conversations with Teetor- Dobbins, Consulting Engineers who said that we should act immediately for two reasons. (1) To keep to their program the Engineers must have the results of test borings at once. (2) We must give evidence as soon as possible to the State and Federal Governments that we were going ahead as quickly as possible in view of the fact that State and Federal policy was looking towards the reduction or cancellation of support for building programs. In consequence it would be wiser to make an agreement at once with Mr. Liberman rather than to begin with condemnation proceedings. RESOLUTION # 1542 - AGREEMENT, TEST BORINGS VOTED to authorize the Mayor to enter into an agreement with Leonard Liberman for immediate entry into his property adjacent to and to the south of the Village Sewage Treatment Plant property for the purpose of conducting test borings, the consideration on the Village side to be $5,000 to be applied against the purchase of the land or against the sum awarded to Mr. Liberman by condemnation, or to be forfeited to Mr. Liberman if neither purchase nor the commencement of condemnation takes place by June 1, 1970. Mayor Marcham related to the Board the facts concerning the reclassification of three employees by the Civil Service Commission. The Attorney has been unable to confer with Mr. Hugh Hurlbutt, Tompkins County Personnel Officer but will do so as soon as Mr. Hurlbutt is available. Attorney Sovocool suggested the employees conform to the rules until he has time to get things straightened out. Mayor Marcham mentioned that Trustee Nelson was concerned about the sidewalk approach to the front door of the new Village Hall and asked Engineer Rogers what plans he has for taking care of this. Engineer Rogers said this particular spot needs filling and grading before a sidewalk can be placed there and he would divert the water to the west. RESOLUTION # 1543 - PAYMENT TO GUIDI CONSTRUCTION VOTED to approve payment of $9,000 to M, W. Guidi Construction for 50% completion of the renovations to the new Village t..t�13 as per the contract. This resolution to be formally confirmed at the next meeting. The meeting was adjourned at 5:37 P.M. Rose M. Tierney Deputy Clerk
