HomeMy WebLinkAboutEngineer's Report for 10/13/1969VILLAGE OF CAYUGA HEIGHTS Engineer's Report for October 132 1969 .3.: 1. 650 tons of asphalt plant mix was placed on North Triphammer Road by the use of rented contractor's paver and roller. Equipment was also rented from the Town of Ithaca and Town personnel supplemented the Village work force. Town of Ithaca Highway Superintendent was most cooperative in working with us to accomplish this paving and the other paving we finished during the summer and early fall. The slight drop off at the edge of the new paving on the east side of North Triphammer Road was treated with hot plant mix because this area is now a paved gutter in between the road and the new sidewalk. On the west side of the road the drop off of the new paving was filled with crusher run which is a type of crushed limestone of varying sizes which will compact to a fairly hard wearing surface. 2. A motor paver mix was placed on Randolph and Warwick Roads. 3. Surface treating and asphalting emulsion with stone spread on the surface, was placed on the following roads: Forest Drive, Wyckoff Road, Kline Road from 300 feet above Wyckoff Road to the City of Ithaca line, Lenox Road, Klinewoods Road, White Park Road, Sheldon Road, Remington Road hill from Highland to North Sunset. 4. The front drive of the Fire House had extensive patching material placed on it to eliminate the water standing in the driveway. 5. Burleigh Drive and Simsbury Drive in the Schoenfeld Development have been completed and will be in acceptable condition as soon as some minor grading is done to carry the storm water in directions originally specified to Mr. Schoenfeld. When Simsbury Drive is complete the money now held in escrow should be released and the road accepted when presented for dedication by the developer. No money was held in escrow for Burleigh Drive. A good job of paving has been done on both of these roads by the same method and with the same materials used by the Village in paving North Triphammer Road. Water 1. Upon complaints of Village residents Mr. and Mrs. Frank Young who live on North Sunset Drive,the problem of rusty water was discussed with Mr. Hannan of the City Water Department. The Youngs tie into the Village water system at the end of a long dead end stub. Periodic flushing of the line is necessary to eliminate rusty water in such a line. Since the Young house is a newly constructed house on North Sunset and there are other houses being built in this area, it was the mutual opinion of the Village Engineer and Mr. Hannan that a 2" blow off should be installed at the end of the line for flushing purposes. The cost of this line is estimated at $200 and is in the process of being installed by the City Water Department and will be billed to the Village. 2. At the request of the Board the pressure at fire hydrants was discussed with Mr. Hannan of the City Water Department. Each fire hydrant in the Village is •checked at least once every five years for static pressure. These pressures are recorded on records kept at the City Water Department and are available for review by the Village Fire Department if so desired. The reason for not having more flow tests at fire hydrants is that it disturbs the water pipes so that residents are troubled with cloudy and rusty water. Engineer's Report Page 2 Storm water 1. Mr. Locke of 1005 Triphammer Road has raised a question with the Village as to the amount of water that is coming on his land from a stream which comes from the Carriage House Apartments under Upland Road across Webster's property and onto his newly developed piece of land. I have met with Mr. Locke three times and have explained to him that it is my opinion that the Village is responsible for the culverts under the road in their present location. If these culverts are not of sufficient size to carry the water under the road they will be replaced with culverts of larger size to meet a reasonable intensity of flood waters. He was informed that the culvert under East Upland Road in front of Webster's house would be changed slightly in location and increased in size to carry water under E: Upland Road but the water would be brought onto Webster's property in the same location and that the culvert under Triphammer Road at the northwest corner of his property would also be increased in size and if possible lowered in elevation. Sewage Treatment Plant 1. The Engineer has met with the Mayor and the Attorney in an effort to complete negotiations with Mr. Liberman on the purchase of land for the Sewage Treatment Plant. More meetings are scheduled. Plans have been submitted to Mr. Liberman. Additional meetings and telephone calls have been held with the consulting engineers and the Village Engineer has been requested to meet with our consulting engineers at the State Department of Health in Albany on October 16, 1969 at 1:00 P.M. 2. The used car of the Fire Department has been checked over and has passed inspection and is now in use by our Sewer Plant Operator and Sewer Line Inspector, Mr. Cornelius. It is a welcome addition and should prove a savings to the Village. 3. Mr. Ralph Garvin, Motor Equipment operator, has been assigned to the Sewage Treatment Plant to help with the annual fall removal of digested sludge from the treatment tanks. 4. To eliminate the necessity of overtime arrangements have been made to hire a part time employee to operate the valves at the Sewage Plant on weekends and holidays at a rate of $2.00 an hour. Stone House Inspection of the contractor's work has been carried out. Work is progressing in a satisfactory manner and completion should occur before the 1st of November. Two changes in extras have been approved, one for a cost not to exceed $35.00 for the installation of a light at the head of the cellar stairs. This light was a necessity for safety purposes. Second, approval of an extra for $82.00 for the installation of anexhaust fan in the upstairs women's toilet room to be used for a general women's public toilet. This fan is required by law because there is no window in the room. Public Works Superintendent At the end of 22 months of the 3 month trial period it was the opinion of the Village Engineer that our newly appointed Public Works Superintendent would not work out. He was given two weeks notice and his last day of work is October 10, 1969. Street Opening Permits One street opening permit was issued during the past month. J. B. Rogers Village Engineer
