MINUTES of a Special Meeting of the Board of Trustees of the Village of Cayuga
Heights held in the Village Office on Thursday, January 2, 1969 at 4:00 P.M.
PRESENT: Mayor Frederick G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher,
Verne A. Fogg, Mary T. Freeman, Carl H. Nelson, Rane F. Randolph; Engineer John B.
Rogers; Police Chief Jack W. McGraw, Sr4; Sergeant Harlin R. McEwen; Treasurer
Gordon B. Wheeler and representatives of the Ithaca Journal and Radio Stations
WHCU and WTKO.
Mayor Marcham referred to a statement recently distributed to the Trustees which
suggested that recommendations of the Personnel Committee be approved by the
Board in principle. The statement suggested also that the Mayor assign to
individuals or small committees the task of working out the appropriate details
for final action by the Board. Mayor Marcham said that the total list of
recommendations might be considered under four headings:
1. Administrative practice
2. Working conditions
3. Benefits other than salary
4. Department organization and policy
RESOLUTION #1369 - APPROVAL IN PRINCIPLE OF RECOMMENDATIONS
RELATING To ADMINISTRATIVE PRACTICE
VOTED to approve in principle items number 1, 3.1, 15, 16, 172 19, 20, and 21,
from among the recommendations of the Personnel Committee and to instruct the
• Mayor to work out matters of detail relating to them and to report his decisions
to the Board for their consideration and approval.
RESOLUTION #1370 - PROVISION FOR FURTHER STUDY OF REMAINING
RECOMMENDATIONS OF THE PERSONNEL COMMITTEE
VOTED to approve assignment of the remaining recommendations of the Personnel
Committee as follows:
Working Conditions - Items 2,3,4,516,7 - to Trustee Fisher
Benefits - Items 8, 91 10, 12 - to Trustee Nelson
Department Organization and Policy - Items 13, 14, 18 - to Trustee Anderson
and to request that the Trustees to whom these items are assigned shall make a
report of the comments of the officials and employees of the Village as they
relate to the individual items together with the opinions of the Trustees
regarding the course of action the Board should follow, the information so
assembled to be presented in composite form, alongside the original recommendations
of the Committee, for distribution by mail to the Trustees, as a preliminary to
action by the Board at a later meeting.
