ENGINEER'S REPORT
FOR JANUARY 13, 1969
1. Streets - The new truck, cab and chassis has been recived and the salt spreading
body transferred. It has been in operation for approximately a month and seems
to be very satisfactory. Bids for the purchase of the old truck have been
received and will be presented at the Board meeting.
The use of salt on the streets so far this winter has been above normal. Word
has been received of a threatened strike at the Cayuga Rock Salt Plant which
would cut off our supply of salt. Every effort will be made to truck in, as
soon as possible, the salt we will need for the remainder of the winter.
2. Sidewalks - A combination of winter conditions; snow storm, a thaw and a quick
freeze has left most of the Village sidewalks covered with ice. Sidewalks have
been in this dangerous condition for over a week but there is no practical way
for the Village to correct the condition. I bring this to the attention of the
Board as an example of the exposure to liability that the Village incurs as
long as we assume the responsibility for snow removal on sidewalks.
3. Water Lines - The 300 -350' water line on Iroquois Road with a fire hydrant is
under construction. Progress has been impeded by frozen ground.
4. Sewer Plant and Sewer Lines - The thawing of snow and rainfall of 1.1 inches on
December 28 caused infiltration of storm water into our sanitary system to the
extent that Flow Meter readings are over 3 million for a period of 18 hours.
Top layer ground was frozen which would indicate that this was not infiltration
through the ground water system but more likely through manhole tops and opening
where flooding occurred because of the high water and ice and snow obstructions
on the ground. Teetor- Dobbins has been notified of this and we are waiting for
their appraisal of this condition.
Requests have been received from the Town of Ithaca concerning the "Cornell
sewer line" from North Triphammer Road easterly to the Village line. The Town
requests the right to lay an additional sewer line within the 15 foot right of
way for the present sewer line on the condition that maps be supplied and the
area be restored. The problem lies not in giving permission to build a sewer
line in that area but the handling of the sewage from Triphammer westerly toward
the plant. The sewer line laid across the Savage Farm has less excess capacity
than any other line in the Village system. I believe some system of right of
ways granted by the Village must be worked out as I believe the Village is on
record as saying the responsibility of getting sewage from areas outside the
Village to the Village Treatment Plant lies with those municipalities who wish
the sewer service.
Lansing Terrace Apartments Inc. has requested permission to connect 180 apartment
units to the existing sewer line in Lansing Sewer District No. 2.
The Mayor has received a letter from Teetor - Dobbins dated December 30 indicating
that they are proceeding with the preliminary plans for the Village Sewage
Treatment Plant and expect to complete their report and these preliminary
plans before the scheduled date of May 1, 1969.
5. Personnel - Request is made to the Board of Trustees to retain Mr. Larry W.
Marshall on the Village payroll. He was hired on a temporary basis to help
with the sewer line construction work this summer and fall. He has proved
to be a very good worker and we have work for him.
