Minutes 2/14/1969� O VILLAGE OF CAYUGA HEIGHTS • MINUTES of a Special Meeting of the Board of Trustees of the Village of Cayuga Heights held in the Village Office, 194 Pleasant Grove Road, February 14, 1969 at 4:00 P.M. PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher, Verne A. Fogg, Mary T. Freeman, Carl H. Nelson, Rane F. Randolph and Treasurer Gordon B. Wheeler. The Board considered the recommendations of the Personnel Committee and agreed to adopt provisionally the following rules for inclusion in a prospective Personnel Handbook, with the understanding that the Board and members of the Village work force will discuss these provisional rules prior to their adoption. On these terms the Board made the following resolution. RESOLUTION #1402 - PERSONNEL HANDBOOK VOTED to provisionally adopt the following rules for a prospective Personnel Handbook. 1. Medical examination at time of hiring, Before any person is hired for full or part time work, he or she shall pass a physical examination presented and given by a medical doctor appointed by the Mayor. A physical examination may also be required after absence for sickness. • 2. Holidays The following days shall be holidays: New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Christmas Day. Employees shall have Monday off if the holiday falls on Sunday. Officers of the Police Department shall have equal time off if they work on a holiday. 3. Vacations All regular employees shall receive - 5 days vacation for one year's service 10 days vacation for two or more years service 15 days vacation for ten or more years service 20 days vacation for twenty or more years service Regular employees with less than one year's service shall receive one day's vacation for each two months worked. Members of the Police Department shall receive one day's vacation for each month worked during the first year. • 15 days vacation for one or more years service 20 days vacation for ten or more years service All employees shall receive an extra day of vacation when the employee's vacation period includes a holiday. Vacations must be taken each year. Minutes 2/14/69 Page 2 4. Special requests • Time off with pay shall be given at the discretion of an employee's immediate supervisor for special requests to attend weddings, funerals, etc. of the employee's immediate family. The mayor may assume this responsibility at any time he has reason to believe it is being abused. 5. Sick leave Absence for reasons of sickness shall be handled on an individual basis. Any Workmen's Compensation or disability payment received by an employee while he is being paid by the Village shall be returned to the Village. 6. Overtime overtime should be avoided except in emergencies. All overtime must be approved by the supervisor. Short overtime may be compensated by equal time off; if mutually satisfactory to both the employee and the supervisor. Otherwise all overtime, except in the case of the Police Department, shall be at the rate of a time and a half for over 40 hours of work a week. Officers of the Police Department shall receive equal time allowance for overtime worked. • 7. Work week The standard work week for all full time and regualr employees is 40 hours. Any variation must be approved by the Mayor. 8. Health insurance The Village will pay the full cost of the Health Insurance program for employees and their families. 9. Social Security The Village will pay for an employee after retirement the sum which is ordinarily deducted from his or her retirement check as his Social Security deduction. 10. Retirement The Village will assume the full 8% contribution for the present retirement program; the Village will continue its study of the 160th program. 11. Letter on fringe benefits The Village will send out each year a letter to explain to each employee how much he or she benefits in dollars and cents by the fringe benefits paid for by the Village. • Minutes 2/14/69 12. Educational incentives Page 3 . The Village is anxious for all employees to improve their knowledge and competence for the position they occupy. Study and education to this end should accrue to the benefit of both the individual and the Village. To encourage employees to enroll in study courses that have a bearing on their position, the Village offers to advance certain costs such as registration and fees on the following basis: 1. The course must be approved by the supervisor and provided for in his budget. 2. The costs must be agreed to in advance. 3. The Village will advance the funds upon the execution of a note and contract signed by the individual to the effect that: a. One -third of the note will be automatically cancelled if the employee remains in the service of the Village for one year after finishing his course. b. Another one -third will be cancelled after two years. c. The note will be completely cancelled after three years of service after an employee has finished the course. 13. Department of Public Works eA. Village Engineer (part time, ca 10 hours /week) Duties: Planning, Specifications on projects and new equipment, Overall supervision 1. Public Works General Foreman Ditties: Supervise all employees on Field crew and Sanitation crew, detailing them to maximize efficiency. Supervise all jobs in accordance with Engineer's specifications; also inspect and check on quality of contract work. Responsible for care and maintenance of all properties and equipment. Purchase and maintain stock of routine materials. a. Field Crew Duties: Roadways, shoulders, culverts, water lines, sewer lines, outside work at Sewer Plant, maintenance of Village parks and other properties. Personnel: Working foreman and 4 men b. Sanitation Crew • Duties: Garbage collection, other refuse, tree limbs, leaves, and assist Field Crew if time permits. Personnel: Working foreman and 2 men 2/14/69 Page 4 c. Sewage Plant Operator Duties: In charge of operation and maintenance of sewage plant and of personnel directly assigned to plant operation. Inspection of sewer line connections. Liason with new plant construction.
