ENGINEER'S REPORT
FOR FEBRUARY 10, 1969
1. Sewer Line Infiltration
Meetings were held this month with Engineer Teetor. At his suggestions lines
outside Village boundaries were checked by Village forces and a number of
serious leaks were found. The municipalities owning these lines were notified
that in spite of their engineering reports concerning infiltration additional
inspection would be necessary and correction work would be required. Because
of the time element the necessary work will be carried out by Village forces,
contractors or the personnel by the municipality, whichever way is the quickest
and the cost for any work that is required by the Village or contractors will
be borne by the municipality owning the line that requires the work.
A simple method of determining leaks was devised at the suggestion of our
assistant sewer plant operator, Del Grover. This method can only be used at
times when there is infiltration in the lines from either a rainstorm or
melting snow. The method is simply to stop the flow at one manhole, pump the
sewage to another line, and check the flow at downstream manholes. Any flow
in that downstream manhole would either be infiltration or from the laterals
connected to that section of the line. By this method, during the last rain
and melting snow period, about a dozen leaks were found. On Saturday,
February 33 a crew worked overtime using this new method. Leaks were found
in a Savage Farm line that were previously suspected but it was impossible to
detect leaks by either dyeing or the use of smoke. At the maximum the leaks
from this area filled one half the 8" sewer line.
Mr. Woodard of Teetor - Dobbins was in Ithaca January 29, 30 and 31 to install
meters in the lines from outside the Village for further infiltration checking.
While here, working with Village men, he located a leak from the ditch line
into a sewer line and manhole on Highgate Road and by shutting off the flow
in one of the two major trunk lines he was able to determine that at a time
when the flow at the plant was 2,750,000 mgd, 1,500,000 came from the north
part of the Village and 1,250,000 came from the south. This indicates that
our infiltration problem is widespread and comes from the new sewer lines
(1957 to present) as well as the old lines (1930's).
The present plan is to:
(1) correct the known leaks both in and outside the Village, charging "outside"
municipalities for their respective required work,
Mhave Teetor- Dobbins continue with their checking with flow meters,
each time there is infiltration indicated at the plant flow meter a crew
will go out on a manhole to manhole flow stopping, pumping, and inspection
investigation.
2. Sewage Treatment Plant Design
Meetings have been held with Cornell University officials to get projected
population to be served by our Treatment Plant. Engineer T. G. Miller has
been retained to make topographic survey of the Village owned land near
Treatment Plant. Engineers request approval to get a topographic survey made
of Liberman's land between the Treatment Plant and Lake Shore Drive.
Mr. Teetor of Teetor - Dobbins plans to meet with the Trustees on February 10,1969.

3. Water Supply
Extension of the water line on Iroquois Road from The Parkway is in and working.
Patching and paving work needs to be done in the spring or summer.
4. Streets
Numerous street crossings by the New York State Electric and Gas Company and
the New York Telephone Company have settled or eroded. They have been notified
to replace or repair these holes as soon as possible under terms of their road
opening permits.
