Minutes 12/8/1969oil VILLAGE OF CAYUGA HEIGHTS MINUTES of a Regular Meeting of the Board of Trustees of Cayuga Heights held in 40 the new Village Hall, 836 Hanshaw Road on December 82 1969 at 7:30 P.M. PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher, Verne A. Fogg, Carl H. Nelson, Rene F. Randolph; Engineer John B. Rogers; Attorney Roger B. Sovocool; Police Chief Jack W. McGraw, Sr.; Fire Chief Richard A. Vorhis. ABSENT: Trustee Margaret McElwee OTHERS PRESENT: Reporters representing The Ithaca Journal and Radio Station WHCU. VOTED to approve the minutes of a regular meeting held November 10, 1969 as previously furnished the Trustees in mimeographed form. VOTED to approve the Abstract of Audited Vouchers dated December 8, 1969 in the following amounts: General Fund $11,824.26 .Sewer Fund 3,881.50 Trust & Agency Acct-6,550-00 Capital Fund 25937.50 Mayor Marcham gave his report and it is on file in the Village Office. RESOLUTION #1581 - THANK JOHN REPS VOTED to thank Professor John Reps for the maps of American and Eti uropean cities he has given the Village for decoration of the new hall. The Clerk is to get estimates on janitorial services for the building. It was also decided to keep the storm rug supply service as long as it is needed. The Treasurer requested a later date for the regular meetings of the Board of Trustees. RESOLUTION #1582 - BOARD MEETINGS VOTED to change the regular meeting date of the Board of Trustees from the second D:ondsy of the month to the third Monday of the month. The Mayor is authorized to proceed to have the decorative maps framed and hung in the meeting room of the new Village Hall. The Fire Chief gave his report and it is on file in the Village Office. The Police Chief.gave his report and it is on file in the Village Office. RESOLUTION #1583 - SIMS APPOINTMENT CONTINUED VOTED to continue the appointment of Robert G. Sims as Patrolman in recognition of his passing the examination given by the Civil Service Commission. A permanent appointment must wait for the passing of the basic training course given later. • Minutes 12/8/69 Page 2 Chief McGraw asked the Public Safety Committee to give the Board details on problems facing the Police Department at this time; mainly the accumulation of too much overtime to be readily taken as compensatory time off, and the need for a sixth patrolman. The main problem is that we have two patrolmen working for a wage of less than the starting pay for patrolman paid by the City of Ithaca. How can we induce a man to work for us when the City can offer more? After discussion it was decided that the Mayor and Chief negotiate with any prospective patrolman. Attorney Sovocool reported on the Liberman land acquisition adjacent to the sewer plant and that he is not able to progress because Mr. Liberman is away until after Christmas. He also reported that concerning the proposed subdivision of Mr. Jacobs, the State says they by resolution turned the Fleck Road over to the Village. We have no resolution accepting it. The Attorney will check into the matter further. The Engineer gave his report and it is on file in the Village Office. RESOLUTION #1584 - TRIPHAMMER LANE VOTED to change the name of a private driveway off Triphammer Road to Triphammer Lane and change addresses as follows: From 1011, 10072, 1009, 10092 Triphammer Road to Nos. 1, 23 3, 4 Triphammer Lane. The status of the lane as a private lane remains the same. The City of Ithaca has not reported on the pressure in the fire hydrants which they are supposed to check as requested by the Engineer. It was determined that the Village forces run the snow plow through the parking lot of the Fire Station and keep the snow plowed away from the main doorway used by the fire fighting vehicles. Also determined that the next budget include an account for fire department main- tenance. Engineer Rogers also said that he and the Mayor interviewed a well qualified man to be our Superintendent of Public Works with the exception of supervision of the Setter Plant itself. He asked that the Board omit this supervision from the duties of a proposed. Superintendent of Public Works. The Board agreed to this request. RESOLUTION #1585 - OVERTIME VOTED to approve overtime for Gardner - 162 hours, $65.84; Oltz - 8 hours, $34.80; and Truax - 3 hours, $14.49. Meeting adjourned at 10:25 P.M. Rose M.
