Lansing Chief of Folice To: The Honorab-le Walter Lynn Members of the Board of Trustees Village of Cayuga Heights I hereby submit the annual report of the activities of the Cayuga Heights police Department fbr the yearending2004. Another year has passed and brought us some changes in personnel. We have had several changes in fulland part-time officers. officer Cain had to retire "-ly on a medicbl retirement. His eleven years of serviceto the village were greatly appreciated. His loyalty and dedication to the police depart#nt and villaget:esidents will be greatly missed by all. In fitting ttre full time vacancy left open by otficer Cam, we werefofunate to have most all our part-time officeri interested in the positio.r. rrri, made the process easieronly in that we had to interview officers already working for the Cayuga Heights police Department.Making the final decision was very difficult. All our candiJates -ere mo.e than qiralified and the decisionof which officer to hire was not an easy one. we decided that James Manning was to be the offrcer toreplace Jerry' James came to us from the Tompkins Sheriffs Department. James and his wif'e Margaretlive in Groton' James was a member of ttre sheriff s boat patrol and worked for the sheriff s office for threeyears' We had three part-time Officers leave the department: Clifford Ducey, Anne Woods and BrettGeorge' The four vacancies were filled by Daniel Gonzalez from Cornell University police filling theopening that James Manning left when hired full time. Then Karl Bowers from Corneil University police Investigative Unit replaced Clifford Ducey. Richard Curtiss from Ithaca College Safety replaced AnneWoods and Timothy Little_from the Tompkins County Sheriffs Department replaced Brett George. Allhave adjusted well and the department is running very smooth. We continue to strive to keep up with all the necessary trainings and meetings involving school safety andHomeland Security issues. The demand has decreased as we now find our Ofrrcers have met the trainingreqrrirements to keep us up to speed with these issues. Nonetheless we continue to keep our departmentlooking towards the future by increasing our knowledge in these areas. our department has been asked byother departments and school districts to assist in staffing and training in these areas. It should make us allproud to know that such a small departmerrt is lookedrlpon u, u r"ro.ri." for such help. The- County Dispatch center-.has finally opened and our dispatch services are now coming from the newfacility' There is still some fine tuning to do with procedures and protocols as to the residents, needs andthe officers in the field requests. But we are sure this will all come together as time to adjust and adapt tothe new personnel and equipment is given. The County still struggles with the radio infrastructure withhow many towers will give the Public Safety Community the i!""rrury radio coverage to serve thecommunity. When all is resolved with that issue, the next hurdle will be what equipment eiach agency will need and how to pay for it. progress has been made with to be real issues with the public Safefy Community as to concems and needs. we look forward to the upcoming year as our staff is back to full strength and operating so very well. wewant to thank the village Board and the village residents ror ttre.e steadfast support.
