Lansing Chief of Police November9,2004 To: The Honorable Walter Lynn Members of the Board of Trustees Village of Cayuga Heights Re: Report of the Police Department for October 2004 For the month of October there were a total of 129 complaints reported to the police department and 8 motor vehicle accidents investigated. There were a total of 109 traffic tickets issued and 10 parking tickets written. During October there was one felony complaint, Grand Larceny. A residence reported that several US savings bonds were missing. The complaint was unsure how long the bonds had been missing. The complaint was advised to fill out a form to report bonds stolen/missing for the US treasury so that they can be tracked and identified in case anyone attempts to cash them. • There were fourteen misdemeanors reported: two for Issuing a Bad Check, nine for Petit Larceny, two for Criminal Mischief and one for Theft of Services. One of the bad check cases was closed with the restitution paid in full. The other case is still pending. Three of the petit larcenies reported occurred when customers pumped gasoline into their vehicles and left without paying. In two of the cases, the customers were contacted and returned to pay. The third one is still pending as a valid plate number of the vehicle was not obtained. A resident reported her mailbox and post were taken. One of the village street signs was taken. A business owner reported cash taken from her cash box. The case is still under investigation. A subject with the deer study program reported that one of the deer blinds had been taken. The final two petit larcenies were reports of bicycles taken from the owners' yards. One of the criminal mischief cases was damage done to the windshield of a' vehicle while parked overnight in the resident's driveway. The second criminal mischief was reported damage to a resident's outdoor light located at the end of their driveway. Both cases are still open. The final misdemeanor reported was theft of service. A business owner found that an employee that he had fired had been using the business's services without paying. The owner just wanted to be paid for the services and would not press charges unless the employee failed to pay. There were eight violations reported for the month of October; all for Disorderly Conduct. All the complaints dealt with loud music or loud noises. All persons responsible were contacted and there were no further problems. There were three Village Ordinance complaints: two for Dog Control and one for Open Burning. The subject responsible for the open burning had been warned in the past by this department for the same action. The subject, a 73 year old male, was issued an appearance ticket for court. There were eight Vehicle and Traffic Law complaints: four for Parking, two for Leaving the Scene of an accidem, one miscellaneous complaint and one 17 year old male was arrested for Driving While Intoxicated. There were ninety-five miscellaneous complaints handled by this department for the month of October. A 31 year old female was involved in a suspicious person's case and was checked for wants and warrants. The female was found to be wanted by the Tioga County Sheriffs Department. While processing, she was found to be in possession of marihuana. The subject was issued an appearance ticket for Cayuga Heights court and then mined over to Tioga County. During the month of October, Officer Lanning participated in the Cayuga Heights Fire Department open house. The full time officers worked 90.5 hours of overtime and the part -time officers worked 152.5 hours.
