Lansing Chief of Police March 10, 2004 To: The Honorable Walter Lynn Members of the Board of Trustees Village of Cayuga Heights From Report of the Police Department for February 2004 For the month of February there were a total of 58 complaints reported to the police department and 7 motor vehicle accidents investigated. There were a total of 60 traffic tickets issued and 32 parking tickets written. During February, there was no felony complaints reported. There were three misdemeanors reported: one for Issuing a Bad Check, one for Criminal Mischief and one for Aggravated Harassment. The bad check case is still pending while one reported in January has been closed with the restitution paid in full. A resident reported possible criminal mischief done to his vehicle while it was parked in his driveway. It was found that the rear window had been broken out sometime during the overnight. The exact cause of the breakage is unknown. A resident left a verbally abusive message on the answering machine at the Department of Public Works. When contacted by the officer, the resident stated that he was just frustrated with the snow removal near his house. The resident agreed,that this sort of action was not appropriate and in the future would convey his concerns in a reasonable manner. There were four violation complaints for the month of February: two for Disorderly Conduct, one for Unlawful Possession of Marijuana and one for Harassment. Both disorderly conducts reports were complaints of loud music being played. Both parties responsible were contacted and there were no further problems. A vehicle was observed in Sunset Park after hours. While speaking to the occupants of the vehicle, the officer detected a strong odor of marijuana.. After an investigation, all 3 occupants were issued appearance tickets for court: a 17 year old male for being in the park after hours, an 18 year old female for being in the park after hours and possession of alcohol with intent to consume and a 19 year old male for being in the park after hours, possession of marijuana, possession of alcohol with the intent to consume in addition to being issued a traffic ticket for driving with a suspended license. The harassment complaint was reported by a female whose ex- boyfriend continued to contact her and annoy her after being told not to do so. The 22 year old male was arrested for harassment and an order of protection was issued. There was one Village Ordinance complaint concerning a dog running loose. There were no Vehicle and Traffic complaints. There were fifty miscellaneous complaints handled by this department for the month of February. A 41 year old male was arrested under the local law for open burning for setting his motor vehicle on fire while it was parked in his driveway. On February 19ie, the US District Court for the Northern District of NY handed down a ten count indictment charging 3 males in connection with several bank robberies in the area. Included in the indictment were Bank Robbery, Use of a Firearm During and in Relation to a Crime of Violence and Conspiracy to Commit Bank Robbery, stemming from the bank robbery that occurred on January le, 2004 at the Fleet Bank. The three subjects were also involved in bank robberies in Johnson City, Maine and Binghamton. An all day Simunitions training was held at the Dewitt Middle School for all the full time officers. Sgt Boyce and Officer Steinmetz organized and conducted the event. In February, two DARE graduations were held at the Cayuga Heights School and one at the Northeast School. The full time officers worked 60 hours of overtime and the part-time officers worked 153 hours.
