Monthly Report — January, 2004
The Cayuga Heights Fire Department started strong for the new year. Our call total for
January 2004 was 32. We ran 13 EMS calls, 15 fire calls, 2 motor vehicle crashes and 2
mutual aid calls. Our fire calls for the month included several calls for burst pipes due to
the extreme cold last month. The cold weather definitely made operations more difficult
last month. Several of our members, led by Nathaniel Cisne, have been working
diligently to try and keep fire hydrants clear of snow. We responded to Ithaca once and
the Tompkins County Airport once for mutual aid. We had 11 calls in the Town of Ithaca
and 19 in the village.
At our company meeting in February we voted to accept fifteen new members into our
department. These new members will start their training on the 28th of this month with
our spring 2004 Recruit Training Program. Again there is a mix of permanent residents
as well as students. We continue to grow as a department. This latest group was
carefully screened and fully informed as to the requirements prior to being voted into the
department hopefully allowing us to retain the majority of them as fully certified
firefighters by the beginning of the summer.
With recruitment comes retention and our retention program is flourishing. We had 12
people start the last recruit class and 9 finished. Of the nine who finished three can be
considered permanent residents of the area, and of the fifteen starting this current class
three are permanent residents. While these numbers seem small right now, this trend
bodes very well for our long term retention program. If we continue to retain four
firefighters per year for more then three years our long term membership numbers will
continue to grow.
Assistant Chief Marshall Stocker is currently working with the fraternities and sororities
in our district to put together a fire safety and prevention lecture with these organizations.
He has three lectures scheduled at this time. This is a program he has been preparing for
several months to better educate the college students and house parents to live safely in
these high occupancy buildings. He is also working on a lecture to deliver to the
residents of Kendal at Ithaca.
"HELP PREVENT FIRES"
The bid document for the ladder truck went out on January 31". We mailed the
document to seven vendors who had expressed interest in bidding for this truck. We have
heard back from one vendor who came to take pictures and look over the current ladder
truck for their bid. The exhaust system bid will go out as soon as we hear back from the
department of labor on prevailing wages. Tyler Fire Equipment came to the fire station
to demonstrate the Thermal Imaging Camera that we are looking at. The demonstration
was very impressive and we will order this camera within the next week. The Thermal
Imaging Camera we will purchase is the same camera that the surrounding departments
use and will allow us to be more integrated in the area of mutual aid.
The fire trucks are all in good working order at this time. We had some work done on the
transmission of 202 but this was a maintenance issue that we have now resolved. We are
in the process of working with several vendors to get estimates for scheduled
maintenance contracts for our equipment. The rear door to the fire station sustained
damage two years ago during a wind storm and we are going to have to have the entire
frame and door replaced. We are in the process of getting a written estimate for this
work.
The new year has not allowed us to slow down at all. We continue to train and respond
to calls. We have a great membership who continuously respond to every call in a timely
manner, come to trainings, perform community events and there is always somebody
working on a project at the station. The fire station is a living entity.

Called to standby at IFD central while they were out at Emereson Transmission for an oven fire. 231 responded. Units cleared and returned in
service.

202 received arrival report from 2418 that Townhouse A had a sprinkler Bow activation alarm and that water Dow was believed to be coming
from attic area 3rd Door. 264 requested manpower in the event of possible fire or salvage activities. Interior investigation yielded no smoke,
no fire. Sprinkler supply pipe broke in attic due to low temperature. CHFD supervised 2418 when shutting down sprinkler system. MAion
shutdown located in basement. Scene control and all salvage activities turned over to 2418.

Called to residence for a report of water leaking from ceiling into a residence. 261 ADS and shut off water to the residence. Not enough water
for CHFD to remove with our pumps. Advised residents to contact a Plummer and electrician ASAP to have the problem fixed and to chee on
the electrical wiring (since water was flowing out of light sockets) All units returned in service.

Called to residence in rear of structure for an odor of natural gas. ADS and search of interior found no traces of gas. Exterior sersch found
noticeable odor by the main meters for the residence. Unoccupied front residence searched after key and permission was obtained from
Lucenete (owner) across the street - but nothing found. NYSEG notified. Upon NYSEGS arrival, all units cleared from scene and returned in
service.

264 ADS TO FIND VILLAGE PD AND RESIDENT. BUILDING WAS EVACUATED. RESIDENT REPORTED CO DETECTOR
ACTIVATION ON 2ND FLOOR. RESIDENT STATES NO SYMPTOMS FROM CO POISONING. INTERIOR CREW INVESTIGATED
WITH CO PPM METER AND GAS SNIFFER W/O GAS HEATER ON AND THEN WITH HEATER ON. HIGHEST COUNT WAS 17 PPM
WITH MOST READINGS AT 10 PPM THROUGHOUT HOUSE. RESIDENT STATED THAT HEATING SERVICEMAN WOULD ARRIVE
WITHIN TWO HOURS. NO HAZARDOUS CONDITION DETERMINED TO BE FOUND. RESIDENTS CO DETECTOR WAS RESET.
RESIDENT INSTRUCTED TO CALL 911 IF ACTIVATION OCCURS AGAIN.

Clled to residence for an overheating dryer by Barb Place, a cleaner from Service Cleaners. ADS to find alarm going offand some smoke coming
from the dryer. interior crew secured the dryer and shut off the power. No extension found.
Unable to reset the ADT alarm system. No info from 263 calling ADT- codes provided did not help.
Matula Halkiopoulos (273- 7769)- another cleaner - attempted to contact the owner who is in germany for the code but there was no answer.
263 reset several breakers in an attempt to at least silence the system -Alamr chime was silenced and system left as is - current alarm status
unknown (not sure if it will activate or not at this point) - cleaners will continue to attempt to contact owner for proper reset code and will
reset the system if they can get ahold of them. Residence was locked up by cleaners - CHPD and CHFD happy with results and all units returned
in service.

Called to TC Airport M/A for a plane coming in with landing gear problems. 202 ADS first and assumed staging command until 1162 arrived
and stated he would take it. Stood by at TC CFR, plane landed safc]y - all units cleared by airport command -241 and 202 returned in service.

MVC occurred when one driver backed out of his driveway onto Hanshaw. Driver backed into a car that was traveling westward on Hanshaw.
One car swerved into a ditch to avoid the accident. no injuries. One driver was Looked at by bangs, but signed off. CHFD had no Pt care. See
Sheriff Dept Report for drivers names and information. Three drivers; Tickets written.

Called for a natural gas leak at the TC Country Club. AOS to find a construction crew stating they had hit a 1 inch gas main with an excavator.
202 stretched a line (not charged) and advised dispatch to have NYSEG dispatched to the scene. NYSEG arrived in about 10 minutes and shut
off the gas. All units cleared and returned in service..

Called to the scene of a water problem in a residence. AOS to find water Rowing from second floor down into first Boor and basement. Water
to the house was shut off and CHFD moved assorted furniture and books to a dryer location. Unable to do any water removal since not enough
for our pumps to handle. 281 spoke with the resident by phone and advised what we had done and tha Ithey should contact a pumber asap. The
caretakers who had found the problem said they would stay until they could clean it all up once the water stopped flawing. All units returned in
service.

Upon arriving on scene interior and exterior crews reported smoke condition resulting from chimney. called dispatch to page more manpower
for possible chimney fire. homeowner had already extinguished fire in fire place. alter investigation found that smoke inside house resulted
from a mostly closed flue, and "smoke" outside was actually heat coming from furnace. investigated to make sure there were no extensions in
walls, and that the furnace did not have any fire. did not find any frrc extension, cleared scene.

202 ADS TO FIND BURRING EVACUATED EXCEPT FOR ONE PERSON. I ST FLOOR INDICATED AS ALARM SOURCE. INTERIOR
CREW UNABLE TO FIND ACTIVATED DETECTOR HEAD. INTERIOR CREW FOUND ONE DETECTOR HEAD COMPLETELY
REMOVED, ONE HEAD COVERED, AND MULTIPLE SPACE HEATERS RUNNING. RESIDENTS ADVISED TO NOTTAMPER WITH
THE DETECTION SYSTEM AND TO CAREFULLY OBSERVE SPACE HEATERS. RESIDENT KAREN MILLER NOTIFIED THAT WE
WERE UNABLE TO RESET ALARM AND THAT RESIDENTS NEEDED TO CONDUCT FIRE WATCH UNTIL SYSTEM COULD BE
SERVICED.

Called for a smell of natural gas in the residence. AOS and found pilot light on stove out in kitchen (right rear). Attempted to relight but unable
to relight. Shut down gas to the stove and advised the residents to contact someone for service. All units returned in service.

Called for a reported car fire. Second call for car being near residence. 262 requested manpower to the scene. CHPD and 262 AOS and
confirmed working car rim. 202 AOS and took the driveway - trash line deployed and fire knocked down and brought under control. 231 crew
supplied 202 with water from hydrant across roadway. 242 and 203 stood by and controlled traffic.

Dispatched by TC91 I for "Hazardous conditions for a microwave fire in the Toughannock house, fire is out. Needs to be investigated." AOS
interior crew investigated, met with Nursing Supervisor Frank Mix and Maintanece member Beauford Bennett (607.266.5331) Microwave was
unplugged by Interior Crew. Exterior crew did walk around of entire Taughannock building. No smoke, No fire found outside or inside. Interior
crew advised maintanence man to take microwave outside immediately. Nursing Supervisor Frank Mix stated that he called dispatch directly and
no alarm system was activated. There was one heat detector in the "fire room which was not activated. All units were cleared at 14:35.
