To: The Honorable Walter Lynn
Members of the Board of Trustees
Village of Cayuga Heights
I hereby submit the annual report of the activities of the cayuga Heights police Department for the yearending 2003.
The year has passed by very quickly it seems. Unlike last year we lost no one to retirement, but did have anew hire in the part time officer ranks. with the promotion of officer wright to full time we freed up a parttime position' That position was filled by Brett George, who is a full time sgt with tt " io-pr.irrs countySheriffs offrce' we also had some additions to the ramity ranks when officerfurigrrr, *ir"lpril gave birth

We. continue to keep up with all the extra trainings and meetings that have come about since theestablishment of the office of Homeland Security. dffi""r, attendJd six different hainings to keep ourdepartment up to speed, keeping us prepared for emergencies thai might come about involiing homelandsecurity issues' The meetings attended by the chief addiessing these issues were many, taking him all overthe state from Albany, Rochester, Binghamton and right hereln Ithaca. I'm liappy to say that the faxes, e-
11t]s a1d teletypes regarding this topic have started to decrease. with the appointment of the lbrmer statePolice commissioner to the positiorof Director ofHomeland Security for New vork state, i feel this willkeep that offrce on the cutting edge for addressing issues involving training and communication with locallaw enforcement.
The County approved'the budget for building of the new 911 emergency dispatch center on lands locatedby the airport. The building was to be finished by December 2003,"u,rt turt weeks tour of that building onJanuary 21't indicates that there is a lot more left to do before moving in. Along with this the countyapproved the rebuilding of our communications infra-structure so that it ;iil meet tile n""a, ot-s*ergencyServices in Tompkins county. It is still unknown just how much of the cost for equipment needed, will befunded by the Counfy. Changing over will -"un ihut agencies will have to have new radios and also keepthe old radios so that they can speak with those departmlnts not making the change.
The continued support of the village Board and residents has not gone unnoticed and we appreciate yourmaking this a great place to. work. we hope that the coming y"u, *iil bring about some positive changes inthe way law enforcement jn the county can serve the pnuii". with the new 911 dispatch center, moretraining for personnel, the city of Ithacadispatch coming on board at central dispatch, and the possibility ofthe radio system getting the upgrade it has needed for a'iong tl-". itror" changes will give better responsetime, greater radio coverage and safer environment for the offi""r. serving the communify.
Again thank you for your continued support and understanding, as we continue to cxpand our ability tos:rye you better through the years. The staff of the Cayuga ueigfrts Police Departmenihas shown that nochallenge is too great for them to overcome, to continue-to givi the great service that the residents havecome to know and expect.
