Village of Cayuga Heights
Board of Trustees
Present: Mayor Lynn, Trustees Anti], McNeil, Staley, Mount, and Collyer,
Attorney Tyler, Fire Supt. Tamborelle, Police Chief Lansing, Supt. Cross, Treasurer
Silber, Deputy Clerk Kessler
Others: Graham Gillespie and Thomas Hoard, Holt Architects, John Reps, Cornell
University, Andrew Rappaport, Peter Trowbridge, Richard Baer, Ralph Varn, Jeff
Metzner
The Public Hearing was opened at 7:00 by Mayor Lynn.
Graham Gillespie of Holt Architects explained the proposed renovations for Sigma Chi
Fraternity. Richard Baer of Kline Road spoke as the nearest neighbor of Sigma Chi. He
expressed grave concern for the neighbors over the years and their tolerance of the noise
situation. Mr. Baer feels that now is the time to make improvements in noise control
while renovations are being planned. John Reps, who lives equally close, also lives in the
"noise cone ". He stated that the fraternity is generally a good house and good neighbors,
but the noise control is imperative. Jeff Metzner, a tenant of Mr. Baer's, also agrees with
the noise control issue.
Motion by Trustee Collyer
Move to close Public Hearing at 7:25 PM.
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.
There was no Report of the Mayor.
There was no Report of the Police.
There was no Report of the Fire Supt.
Report of the Supt. of Public Works.
Supt. Cross distributed two draft resolutions for the Board's approval.
Motion by Trustee Collyer
Move to pass Resolution 6015 to determine the environmental impact of proposed
Ecology House Addition /Alteration project.
Whereas Cornell University has proposed to reconstruct the existing residence hall
knows as Ecology (Hurlburt) House, and
Whereas the Village of Cayuga Heights Zoning Ordinance requires Site Plan
Review approval for such a construction activity, and
Whereas the Village Planning Board is the lead agency responsible for compliance
with 6 NYCRR Part 617 State Environmental Quality Review Act ( SEQRA), and
WHEREAS the proposed project is described as a Type II Action in Section
617.5.C.2, and now
THEREFORE, the Village of Cayuga Heights Planning Board has determined that
the proposed Ecology House project is not subject to further SEQRA review.
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.
Motion by Trustee Collyer
Move to pass Resolution 6016 to approve the Site Plan for the proposed Ecology
House Addition /Alteration project.
Whereas, Cornell University has proposed to reconstruct the existing residence hall
known as Ecology (Hurlburt) House, and
Whereas, the Village Zoning Ordinance requires the applicant to submit a Site Plan
for review by the Planning Board, and
Whereas, the Planning Board shall consider the potential impacts of the project on
the community and the environment, and
Whereas, the Planning Board has reviewed the project and has not found any
negative impacts on the community or the environment, and now
Therefore, the Village of Cayuga Heights Planning Board hereby approves the Site
Plan for the Ecology House project, and authorizes the Zoning Officer to issue a
zoning/building permit for the project.
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.
It was determined that Cornell University has fulfilled all filing requirements for the site
plan review — survey, location of buildings and architecture's drawings.
Supt. Cross has received application for a Sigma Chi project, and he has also received an
application for a new sorority to move into 509 Wyckoff Ave.
Motion by Trustee Collyer .
Move to schedule Public Hearing on Sigma Chi project on May 19 at 7:00 pm; also
schedule Public Hearing on May 19 at 7:20 pm for Kimball Real Estate.
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.
Supt. Cross will furnish the write -ups for the Board regarding these Hearings.
The Influent Screen for the Wastewater Treatment Plant was put out to bid. Supt. Cross
recommends that the Board accept the low and only bidder of Andritz at $46,950.00.
Motion by Trustee Mount
Move to accept bid by Andritz at a cost of $46,950.00
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.

Report of the Treasurer
Treasurer Silber distributed the Abstract of Vouchers.
Motion by Trustee McNeil
Move to approve Abstract of Vouchers as presented with the corrections on page 1.
Deputy Mayor Antil, Trustees Collyer, Staley, McNeil and Mount voted YES.
Police Car 121 (Chief's previous car) will be sold at auction. Jeff Frisbie will handle this
transaction for the Village.
Report of the Clerk
Lynn Kessler began her duties as Deputy Village Clerk on April 21.
Trustee Mount expressed her delight with the Fire Banquet and all the Trustees agreed.

VOTED to adjourn at 8:15 pm.
