To: The Honorable Walter Lynn
Members of the Board of Trustees
Village of Cayuga Heights
From: Report of the Police Department for January 2003
For the month of January there were a total of 102 complaints reported to the police departrnent and 11
motor vehicle accidents investigated. There were a total of 100 traffic tickets issued and 20 parking tickets
written.
During January there were no felony complaints. There were six misdemeanors reported to this
department: three for Petit Larceny, one for Criminal Mischief and two for Criminal Tampering. One
larceny was reported when a customer pumped gasoline into a vehicle and left without paying. The
employee was unable to obtain the correct plate number of the vehicle. A Kendal resident reported cash
taken from her purse which was in her room but not in the provided lock box. The date of the theft could
not be determined as a couple of weeks had passed since the resident knew for sure the money was still in
her possession. The third larceny was the report of cash taken from a complainant's wallet while at her
place of employment. The complainant stated that she had left the wallet on her desk while she left the
room for a few minutes and upon her return, noticed the money missing. The case is still open. The
criminal mischief case was reported by a resident who returned from winter break and discovered an
outside storm window had been broken. It appeared that something had been thrown at it. The screen and
inside window had not been damaged. The two criminal tampering complaints involved subjects in a
vehicle driving around shooting houses, people and other vehicles with a paint ball gun. A description of
the vehicle was obtained and the subjects were stopped in the City of Ithaca by the Ithaca Police
Department. It was discovered that in addition to the Village of Cayuga Heights, incidents took place in
the Town of Ithaca and in the City of Ithaca. The parents of the subjects responsible were called and met
with the officers. An agreement was reached whereby the youths had to return and clean no all the houses
and vehicles and make restitution for any damages incurred. There were five violations reported during the
month: four for Disorderly Conduct and one for Unlawful Trespass. Two of the disorderly conducts were
reports of houses hit by unknown subjects throwing eggs. The area was checked but the subjects
responsible were not located. The third disorderly conduct involved a juvenile who has behavioral
problems, caused a disturbance at the After School Program and then left the school yard. The situation
was resolved. The final disorderly conduct was a noise complaint. The officer spoke with the person
responsible and no further action was needed. The unlawful trespass occurred when a driver in a four
wheel drive vehicle decided to do some off road driving on private property. The vehicle became stuck in
the deep snow and had to be towed out. The driver had to make contact with the owner of the property to
check on any property damage. There was one Village Ordinance complaint, that being a dog running
loose. There were seven Vehicle and Traffic Law complaints: four for parking, one for a motor vehicle
leaving the scene of an accident and two for miscellaneous traffic infractions. There were eighty -three
miscellaneous complaints handled by this department for the month of January. A bad check case reported
in October 2002 was closed with the restitution received in full.
During the month of January Officer Cain attended a Fraudulent Document Training School, Officer
Steinmetz attended a seminar dealing with the Carrying of Concealed Firearms and Officer Wright attended
a school for Physical Fitness Trainers. A DARE graduation was held at the Cayuga Heights School. As of
January there are presently 20 Knox Boxes in service and 4 boxes have been received by homeowners but
not installed as of yet.
The full time officers worked 98 hours of overtime and the part-time officers worked 141 hours. There was
a total. of $355 reported lost or stolen for the month of January.
