REPORT OF PUBLIC WORKS TO: BOARD OF TRUSTEES FROM: Brent A. Cross, Superintendent of Public Works PERIOD: 1/1/03 through 1/31/03 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS a. Street System: As you know, this winter has been extremely snowy and cold. As you might expect, the DPW crew has spent a substantial amount of overtime and supplies while keeping the Village streets safe to drive on. I have not yet had a chance to do a financial analysis of the impact on the budget, but it would be fair to assume that there will be an overrun on the snow removal line items. As reported on several occasions in the past, I will be reviewing and preparing alternative approaches to doing major road reconstruction projects for consideration by the Board during this years' budget process. b. Storm Water System: The United States Environmental Protection Agency has set a deadline of March 10, 2003 to comply with the Clean Water Act Phase II Stormwater Regulations. This is a federal mandate that has been in the process for many years The Phase I Regulations (which did not apply to the Village) were required back in the early 1990's. The New York State Department of Environmental Conservation has created a general permit, which is approved by the EPA, to cover all of the municipalities that are included in the Phase II Regulations. Unless the Village wishes to get its own permit from the EPA (which we do not want to do), the Village must follow the NYSDEC's requirements to allow participation under their general permit. The Village will need to create its own Stormwater Management Program tailored to the specific needs of our infrastructure and the local environment (Cayuga Lake). Although the NYSDEC has given municipalities upto 5 years to get their programs implemented, each municipality must submit a Notice of Intent application that specifies howlwhat they intend to do to meet the requirements. Although the EPA deadline has been advertised more many years, the NYSDEC has just recently released the application forms that need to be submitted. I have prepared a draft resolution that will demonstrate the Village's intention to participate and fulfill it's obligations under the EPA regulations. c. Water System: Due to the extremely harsh winter weather, the Village's water distribution system has had several breaks. The DPW has been working with Bolton Point to identify these locations and make the necessary repairs. d. Sewer System: no report e. Solid Waste: Due to the major snow /ice storm that hit the Southern Tier so hard in the early days of the New Year, many of the trees in the Village suffer broken branches and even complete collapse. Therefore, the DPW has been picking up the debris left over from the clean -up of this event. A mountain of brush has accumulated at the DPW site. Unfortunately, we have experienced difficulty with getting service from the contractor who hauls the brush away. Even if we get the hauler to fulfill his contractual obligation, this is a provision in his contract for unusual events such as this. Therefore, the will be an extra expense incurred whether the original contractor hauls it away, or we have to find someone new to provide that service. f. Equipment: DPW Fuel Consumption for this month: Gas = gallons Diesel = gallons g. Buildings and Grounds: no report h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 2.005 mgd Max. avg. flow was 2.914 mgd w/ 0 violation(s) The Integrated Sewer Committee negotiations have made significant progress over the last month. The idea of forming a partnership between all six of the municipalities became very complicated and too difficult to complete. Therefore, the negotiations have returned to a previous idea to allow the sewer flow from the NE portion of the Town of Ithaca to be diverted out of the Village's system and into the Ithaca Area WWTP system. This is a much more simple agreement and seems to be able to meet the requirements of the NYSDEC and the funding from the Clean Water Bond Act. The Mayor and t will make a presentation to the Board at the February meeting to better inform you of the details of the current negotiations. I. Personnel: Ed Quick has been cleared to return to work under limited duty status. He expects to be release for full duty after the 4 week transitional duty period. The Teamsters have filed four separate grievances against the Village for alleged violations of the contract. All four grievances were denied by me acting as their supervisor. All four grievances were then taken to the next step for review by the Public Works Committee. Three of the grievances were denied. Subsequently, the Teamsters have file for arbitration on two of the denied grievances. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: none b. b. Subdivision Approval: none 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: The owner of 505 Wyckoff Road (5 unit apartment building) has requested a variance to allow resident parking in the front yard setback. (pending) 2. Zoning Enforcement Actions: none C.
