There were a total of 145 traffic tickets issued and 10 parking tickets written. During October there was one felony complaint, Grand Larceny. A resident was in the process of moving out of his home, and upon arrival at his new destination, discovered a picture and a firearm missing. The investigation is still continuing. There were five misdemeanors reported to this department: One for Issuing a Bad Check, two for Petit Larceny, one for Criminal Mischief and one for Criminal Contempt. A subject wrote a cluck to the Village Court in payment of traffic fines which was returned by the bank due to insufficient funds. The case is still open and investigation active. The manager at a business office reported cash and blank checks missing from the petty cash box. After reporting the incident, the manager decided not to have the matter pursued. The case was closed. A resident reported that she had placed outgoing mail in her mailbox and later found that the stamps had been removed from both envelopes. The Criminal Mischief complaint was reported when a resident found both plastic reflective posts which marked the end of his driveway destroyed. There were no tire tracks or any indication that the damage was caused by a motor vehicle. The Criminal Contempt case was the result of a domestic call. The female subject was yelling and making obscene gestures at the male subject which was in violation of an existing order of protection. The 49 year old female was arrested and arraigned in front of the Judge. There were five violations reported, all for Disorderly Conduct. One of the complaints concerned loud noise. The subject responsible was advised to keep the noise level down and there was no further action needed. There was an anonymous complaint about a loud bang, thought possibly to be fireworks being set off. The area was checked and nothing found. There was another anonymous complaint in which a subject reported a group of teenage boys "mooned" her as she drove by. A group of teens were located and denied any knowledge of the incident. The teens were advised to head home. One of the Disorderly Conduct complaints was the report of a substance which appeared to be a mixture of water and paint that had been thrown at the front door of her residence. The subjects responsible were youths and all the parents were notified of the incident. The complainant did not want to press any charges. The final Disorderly Conduct was the complaint that there was a subject on the roof of a fraternity, yelling loudly. The complainant stated that this has been going on for an hour and was concerned that something was wrong. The subject had been yelling at others in the parking lot. He was issued an appearance ticket for Disorderly Conduct. There were four complaints dealing with Village Ordinances: Two for Dog control, one for being in the Park after Hours and one a request for a Solicitors Permit. Both dog complaints were reports of dogs running loose. Two 19 year old subjects found at Sunset Park after hours admitted that they knew the park was closed. Both were issued appearance tickets for court for being in Sunset Park after hours. There were five Vehicle and Traffic complains for the month: two for parking and three various traffic problems. There were seventy miscellaneous complains handled by this department for the month of October. During the month of October Officer Steinmetz, Cain and Tanning attended a one day breathalyzer recertification school. Sgt Boyce, Officer Lanning and Steinmetz participated in a one day active shooter training held at the Groton High School sponsored by the Groton Police Department and Cayuga County Sheriff Department. Officer Lanning attended a 4 day Counter Terrorism training held at the Broome County Law Enforcement Academy. During October a Halloween Safety presentation was done for the students at Northeast and Cayuga Heights School for all grades. During the month of October the full time officers worked 102 hours of overtime and the part-time officers worked 105.5 hours.
