REPORT OF PUBLIC WORKS TO: BOARD OF TRUSTEES FROM: Brent A. Cross, Superintendent of Public Works PERIOD: 10/1/02 through 10/31/02 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS a. Street System: The paving has been completed on Winthrop Place, Forest Drive, Lenox Road, Hampton Road, Iroquois Place, Devon Road, Upper Wyckoff Road, Overlook Road, Oak Hill Place, and Country Club Road. b. Storm Water System: Stormwater drainage has become a significant issue within the Village, as well a national issue by the US Environmental Protection Agency. This issue has resulted in some considerable conflicts between adjacent property owners. Sometimes the Village is actually one of the property owners. Related to drainage issues, property owners sometimes request to fill in the ditch along the front of their property. The Village has an informal policy that if the property owner purchases the materials, the DPW will provide the labor and equipment to install the pipe. Since the budget does not have an item for such work, the materials can not be bought by the Village and then reimbursed by the owner. The materials must be paid for directly to the vendor. c. Water System: The DPW has installed a new section of water main to direct the Bolton Point transmission line around the outside of the new salt building. d. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 431.80 gallons Diesel = 922.20 gallons g. Buildings and Grounds: While the paving contractor was in here to do the street paving, we had them install the new asphalt floor in the salt building. Also, after consultation with the Mayor, it was decided to pave the DPW parking area at the same time. This was not a budgeted expense and will require a transfer of funds to cover the cost. I will need to separate the invoices for the paving work into separate totals for the streets, salt building and the DPW yard. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.378 mgd Max. avg. flow was 2.597 mgd w/ 0 violation(s) The Integrated Sewer Committee continues to meet on alternating Thursdays with minimal progress. I. Personnel: Ed Quick has had been making good progress on rehabilitating from his back surgery. Although he doesn't think his is fully recovered, the doctors may be releasing him to return to work on a limited basis. I have reminded him that the Village's policy on light duty is limited to 30 days. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: A public hearing has been scheduled for the application of Neil Olver to convert the existing building at 412 E. Upland Road into a professional office for his insurance co. business. I will have a draft resolution prepared for consideration at this month's meeting. b. b. Subdivision Approval: The Planning Board approved the minor subdivision of Charles Treman at the continuation of the October meeting. 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) ZBA Actions: The Zoning Board met on 10/8/02 to consider the following variance requests: 719 Hanshaw Rd., to increase lot coverage to 13% (granted) 712 Hanshaw Rd., to allow a 5' high fence within the yard setbacks (granted) 11 Tyler Rd, to allow a setback less than 25' and a building higher than 25' (granted) 6 Spruce Lane, allow a building higher than 25' (granted) 144 Pleasant Grove Road, allow a sign greater than 20 sf (granted) Zoning Enforcement Actions: I have made considerable effort to get the owner of 1006 Hanshaw Road to remove the construction equipment from the property. Registered mail was sent and an appearance ticket was drafted. While trying to track down the owner to serve the summons, the equipment was mostly removed. C.
