Minutes 10/9/2002MINUTES of the BOARD OF TRUSTEES of the Village of Cayuga Heights Special Meeting October 9, 2002 Present: Mayor Lynn, Trustees Antil, McNeil, Dunning, Mount, Attorney Tyler, Treasurer Silber. The Meeting was called to order at 4:32. This is a special meeting to discuss the Cable Television Franchise agreement renewal, and to consider withdrawing from the Ithaca -area cable television consortium (County Cable Commission). Attorney Tyler provided background on the franchise agreement, which has been in negotiation since 1991. Town of Ithaca has withdrawn from the consortium so that they may pursue a separate agreement and bring the matter to closure. Since the consortium appears dead, does the Village wish to withdraw? The Attorney has prepared a draft letter to Ben Curtis stating same. The current deadline imposed by the rules for negotiating such agreements, with an extension from Time Warner, is November 7. We need to set a public hearing for the next Board meeting. There was considerable discussion on the history and process, as well as the pros and cons of imposing a franchise fee. It was noted that the proposed contract lacks the MT component of the draft previously under consideration. Motion moved by Trustee Antil. The Village of Cayuga Heights confirms its decision to withdraw from the County Cable Commission. Motion passed, Trustees Antil, Dunning, McNeil, Mount and Mayor Lynn voting YES. Motion moved by Trustee Dunning The Board of Trustees shall hold a Public Hearing on October 21, 2002 At 7:00 p.m. to consider a franchise agreement with Time Warner Cable Motion passed, Trustees Antil, Dunning, McNeil, Mount and. Mayor Lynn voting YES. Treasurer Silber presented the year -end transfers (as appended) for approval. 0 Motion moved by Trustee Dunning Approve year -end transfers as presented, effective May 31, 2002 and authorize Treasurer to close DPW & PS Reserves.
