For the month of September there were a total of 85 complaints reported to the police department and 3
motor vehicle accidents investigated. There were a total of 168 traffic tickets issued and 17 parking tickets
written.
During September there was one felony complaint, a Burglary. A subject reported that he had been away
from his apartment for a few hours and upon his return, noticed his laptop computer was missing. The
subject stated that his front door was locked but he had left the sliding glass door open to his balcony which
is accessible by the fire escape ladder. Nothing else was reported missing and the case is still open. There
were five misdemeanors reported to this department: one for Petit Larceny, two for Criminal Mischief, one
for Aggravated Harassment and one for Criminal Contempt. The Petit Larceny was reported when a
subject pumped gasoline into his vehicle and left without paying. As the employee had been unable to
obtain the plate number of the vehicle, no further action could be taken. Both Criminal Mischief cases
were the complaint that an unknown subject had thrown a rock through the window of their vehicles. In
both cases the incident occurred during the overnight hours while their vehicles were parked in their
driveways. The Aggravated Harassment complaint was the report of a resident receiving no- answer phone
calls. The complainant had already contacted the Annoyance Bureau concerning this. The complainant
will use the *57 method and keep track of anymore such calls. The Criminal Contempt complaint occurred
when a female reported that her ex- husband was at her residence. The complainant had an order of
protection against him. The subject was arrested for criminal contempt, violation of that order, arraigned in
front of the Judge and remanded to Tompkins County Jail in lieu of bail. There were three violations
reported, all for Disorderly Conduct. All complaints dealt with loud music and groups of subjects talking.
All persons responsible were notified of the complaints with no further action needed by the police
department. There were five complaints involving Village ordinances: two for Dog Control, One for
Discharging a Firearm and two for Illegal Dumping. One dog complaint involved a barking dog and the
other was a report of a dog running loose. In both cases the owners were notified and the situation
resolved. A resident reported that someone was shooting BB's at his house. The officer found 2 subjects
who were shooting pellet guns at cans and bottles and neither realized how far the BB could travel. Both
subjects were issued appearance tickets for court for discharging a weapon within the village. This
department received 2 complaints of subjects dumping trash and debris into the dumpster which is available
only for the use of the store owners. In one case it was construction material which could have been placed
there by an unknown contractor. In the second complaint, the officer observed a subject place an item next
to the dumpster. The subject did not have permission to leave items at the dumpster and was arrested for
illegal dumping. There were ten Vehicle and Traffic complaints for the month: three for parking, five
various traffic problems and two Driving While Intoxicated arrests. There were sixty -one miscellaneous
complaints handled by this department for the month of September. One miscellaneous complaint was a
domestic dispute between a male and female with alcohol involvement. The female was arrested for
harassment, disorderly conduct and resisting arrest.
During September Officer Cain attended a one day Auto Crimes Investigation Seminar in Binghamton. In
the seminar he was instructed in various auto theft and document fraud investigation techniques with
special attention given to stolen construction equipment and insurance fraud. DARE instruction started this
month in Cayuga Heights School and Northeast School with 2 classes in each school.
During the month of September the full time officers worked 110.5 hours of overtime and the part -time
officers worked 84.5 hours. Thcte was a total of $2,019 in property lost or stolen for the month.
