Lynn Member of the Board of Trustees Village of Cayuga Heights From: Report of the Police Department for August 2002 For the month of August there were a total of 89 complaints reported to the police department and 6 motor vehicle accidents investigated. There were a total of 80 traffic tickets issued and 16 parking tickets written. During August there were three felony complaints reported, two for Burglary and one for Criminal Possession of a Controlled Substance. A resident reported that items were missing from his home after he returned from a trip out of town. It was found that a party had been held at the residence by a family member during his absence. After numerous interviews of all subjects involved and a thorough investigation, there was substantial cause presented to the court for a search warrant to be obtained. Following the execution of the search warrant, a 16 year old male was arrested for Petit Larceny. The other Burglary case was the theft of money from a resident's room at Kendal of Ithaca. A 41 year old female employee was arrested and charged with Burglary 2 "d. This arrest was the result of a 3 month investigation into thefts at Kendal with'the assistance of the Tompkins County Sheriffs office and Cornell University Police Department. The final felony case was the result of a vehicle and traffic stop. The driver, a 19 year old male, was arrested for Criminal Possession of a Controlled Substance and for Unlawful Possession of Marihuana. The passenger in the vehicle, a 23 year old male, was also arrested for Unlawful Possession of Marihuana. There were thirteen misdemeanors reported to this department: six for Petit Larceny, three for Criminal Mischief, Three for Aggravated Harassment and one for Criminal Impersonation. There were 2 Petit Larceny reports of subjects pumping gasoline into their vehicles and leaving without paying. One subject returned and paid. The other case ended with the arrest of a 23 year old male for Petit Larceny. A 19 year old male and a 20 year old female were arrested for Petit Larceny for breaking into parked vehicles and taking cash. Kendal of Ithaca reported that one of its employees had used a company credit card to purchase gasoline for his private vehicle. The subject, a 37 year old male, was arrested for Petit Larceny. A Kendal resident reported a theft of numerous articles of clothing over the past 7 months. A resident reported her recycle bin stolen. Two of the Criminal Mischief complaints were street signs bent and damaged while the other was the report of a piece of cement thrown through a vehicle's window. One Aggravated Harassment complaint was dealing with no answer phone calls. A resident reported receiving a message on the answering machine with vulgar content. The message appeared to be a teenage prank. In both cases, the complainants had been advised to employ the *57 method if anymore calls are received. As of this date, there have been no more calls. The final Aggravated Harassment complaint dealt with unwanted email. As there had been similar problems a few years ago, the complainant requested CHPD to contact the subject responsible and request no contact at ail. The final misdemeanor complaint, Criminal Impersonation, was the result of a vehicle and traffic stop. The driver gave the officer false information, using another person's name and date of birth, as she did not have a valid driver's license. The subject was arrested. There were three violations reported: two for Disorderly Conduct and One for Unlawful Trespass. Both Disorderly Conducts complaints concerned loud parties. The subjects responsible were advised by the officer to cease all noise and there were no further problems. The Unlawful Trespass concerned youths observed on school grounds after hours. The subjects were advised to leave. There were two complaints dealing with Village Ordinances: one for Dog Control and One for a Curfew Violation. There were four Vehicle and Traffic complaints: two for Parking, one for leaving the scene of a motor vehicle accident and one miscellaneous traffic problem. An Issuing a Bad Check case which was reported in July was closed in August when the subject responsible paid the restitution in full. There were sixty-four miscellaneous complaints handled by this department for the month of August. One miscellaneous complaint was a reported family problem A juvenile was out of control and the parents needed assistance in resolving the issue. Due to the fact that the juvenile was combative and uncooperative toward the officer, he was transported to this department. Aller speaking with the juvenile and his parents, the officer released him to his parents and the charges of obstructing and resisting were not formally charged with the situation being handled within the department. During the month of August, Officer Cain attended a 3 day investigation school in Binghamton. During the month of August the full time officers worked 170 hours of overtime and the part-time officers worked 170 hours. There was a total of $1,795 in property lost or stolen and $102 recovered for the month. Sic ly, Kenneth W.
