Prom: Report of the Police Department for July 2002
For the month of July there were a total of 101 complaints reported to the police department and 3 motor
vehicle accidents investigated. There were a total of 152 traffic tickets issued and 22 parking tickets
written.
During July there were four felony complaints reported, two for Burglary and two for Grand Larceny. A
resident reported that he heard noises in his attached garage and when he checked, he discovered a bicycle
missing. The resident stated that the garage door had been open. The incident is still under investigation.
The other Burglary reported involved a subject entering her housemate's locked bedroom and stealing
numerous items. The case resulted in the arrest of a 21 year old female for Petit Larceny and Criminal
Possession of Stolen Property. A subject reported that she bought a computer on line paying for the
purchase with a money transfer, but never received the computer. It appears that the company was
fraudulent. The second Grand Larceny was that a resident reported her wallet, containing credit cards and
cash, was missing and possibly stolen. There were twelve misdemeanors reported to this department: two
for Issuing Bad Checks, five for Petit Larceny, one for Criminal Mischief, three for Aggravated
Harassment and one for Unlawfully Dealing with a Child. One Petit Larceny was the theft of a flag
hanging in front of a business. A subject reported the then of quarters from a candy machine located in a
business. A resident reported her wallet missing. A sign owned by the Village of Cayuga Heights was
taken. A theft of a prescription drug from his home was reported by a resident. The case resulted with the
arrest of a 51 year old female for Petit Larceny. The Criminal Mischief case was the report of a broken
window at a residence. A 49 year old male was found to be responsible for the damage and was arrested.
Two of the Aggravated Harassment complaints dealt with unwanted phone calls while the other involved a
hand written note. In two of the incidents, the persons responsible were identified, contacted and told to
cease all such activity. The Unlawfully Dealing with a Child complaint was die result of a vehicle and
traffic stop. A vehicle was stopped for an infraction and it was found that the driver, a 25 year old male,
had given alcohol to his passenger who is a minor. The driver was arrested for Unlawfully Dealing with a
Child in addition to being issued numerous traffic tickets. There were seven violation complaints for the
month: five for Disorderly Conduct, one for Harassment and one for Unlawful Trespass. All of the
Disorderly Conduct complaints were concerning loud music or noise. In all the cases, the subjects'
responsible were advised of the complaint and there were no further problems. The Harassment complaint
was closed as not founded. After investigation it was found that no harassment actually took place. The
Unlawful Trespass case was reported when there was a problem with a resident not leaving the Village
Barn area after he had been asked to do so. There were six complaints involving Village Ordinances: two
for Solicitor Permits and four for Dog Control. A 27 year old female was issued an appearance ticket for
court as a result of a case reported in June whereby a person was bit by a dog in her control. There were
ten Vehicle and Traffic complaints reported: one for a parking problem, one for abandoned vehicle, two for
leaving the scene of a motor vehicle accident, one for Driving While Intoxicated which resulted in the
arrest of a 34 year old male and five miscellaneous traffic problems. There were sixty -two miscellaneous
complaints handled by this department for the month of July.
During the month of July Officer Lanning participated in a School District wide safe school training
program. The administrators of all district schools participated in Ore training which was presented by the
Ithaca Fire Department, New York State Police and Officer Lanning. The training consisted of planning
for School emergencies. Each School in the District is required by the Safe Schools legislation to have
their own individual emergency plan in place, including plans for drills. Scenarios were given to the
administrators who in turn had to come up with a plan of action for the given scenario. Building collapses,
weather emergencies, and school violence scenarios were presented.
During the month of July the full time officers worked 162 hours of overtime and the part-time officers
worked 180 hours. There was a total of $4,937 in property reported lost or stolen with a total of $915 in
property recovered in the month of July.
