Cross, Superintendent of Public Works PERIOD: 7/1/02 through 7/31/02 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS Telephone 607. 257 -1238 Office Hours 9 A.M. - 4 P.M. a. Street System: Street preparation for paving continues. I am anticipating that paving will be done in September. b. Storm Water System: c. Water System: I am in the process of developing a plan for the relocation of the Bolton Point Water main that runs through the DPW yard, under the new salt building. This work needs to be completed prior to installation of the new fence. d. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 367.67 gallons Diesel = 539.84 gallons g. Buildings and Grounds: Whitmore Fence Co. has given a quote of $2,872 to install a 100' long section of fence along the top of the embankment near the new salt building. This fence will be a 6' high chain link fence erected on top of a 2' high earth berm. A green/black nylon fabric will be stretch across the length of the fence to provide a visual screening effect. This item was not specifically accounted for in the current budget. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.118 mgd Max. avg. flow was 1.652 mgd w/ 0 violation(s) The average flow for this month is probably the lowest that I have ever observed. The month of August is likely to be even lower. The Integrated Sewer Committee continues to meet on alternating Thursdays with minimal progress. I. Personnel: Ed Quick has had his back operation. He is at home recovering, but expects a rehabilitation of at least 3 months. Ralph Newhart has requested a six week leave of absence to attend to an expected newborn child. Since I am not aware of such a request in the past, we have researched this issue for legal obligations. The federal Family Medical Leave Act, which requires employers to offer such leaves without pay, does not apply to the Village. Therefore, the Village is free to act as necessary. Since we are coming up on the paving projects, I do not think that we can afford to reduce the DPW staff at this time. Although if the is granted without pay, the budget will allow us to hire a temporary worker to help out while Ralph is away. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: none. b. b. Subdivision Approval: none 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) ZBA Actions: At the last PWC meeting, we continued discussion of the issue of the Village Zoning Ordinance on fence regulations. One possible solution would be to reaffirm that the maximum fence height is 4', and that fences higher than that (giving a maximum of V or 8') are.allowed by special permit of the Planning Board. Beyond the maximum height of 8', the applicant would have to seek a variance. An application for a garage that would exceed the lot coverage at 719 Hanshaw Road has been denied, and the owner has requested a variance from the ZBA. Action Pending. 2. Zoning Enforcement Actions: I have made considerable effort to get the owner of 712 Hanshaw Road to make a request to the ZBA for a variance. Although at this time no action has happened, I believe that recent discussions with her attorney will result in the necessary request. C.
