Cross, Superintendent of Public Works PERIOD: 6/1/02 through 6130/02 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS Office Hours 9 A.M. - 4 P.M. a. Street System: The DPW crew is actively working on preparation work to get the streets ready for paving later this season. Paving will probably be done late in the summer, to allow NYSEG time to get their new gas mains installed. We have started to use the hot asphalt trailer to repair holes that have been made during water and sewer repairs. Some pothole patching has been done, but we still intend to do a major street patching process. Cornell University has submitted a preliminary drawing of the work that they are proposing to do on Cayuga Park Road along the frontage of the President's house. I have reviewed the plans, and intend to approve a permit for this work in the near future. If you have any questions or concerns about this plan, please let me know as soon as possible. b. Storm Water System: After the big storms this past spring, several property owners have requested to have culvert pipes installed in their front yards. One particular project on E. Upland Road was our first opportunity to try out the new hydroseeder. As expected, the DPW guys did a nice job with the new equipment. c. Water System: Several miscellaneous water system parts have been repaired during the past couple of months. d. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 425.80 gallons Diesel = 523.60 gallons The current budget includes money for the purchase of a new front end loader and a new combination mower /sidewalk plow. Both of these units are available on NYSOGS contract. Therefore, I am requesting that the Trustees authorize the purchase of these two items. Assuming that the Public Works Committee is in support of these items, I will prepare a resolution including the equipment description, vendor, cost and accounts to be charged. g. Buildings and Grounds: I have called Whitmore Fence Co. to come to the DPW yard to give us a quotation for the installation of the chain link fence and screen materials. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.827 mgd Max. avg. flow was 3.717 mgd w/ 0 violation(s) Blasland Bouck and Lee Engineers visited the VCHWWTP for the purpose of making some concrete test and to do a general inspection of the overall condition of the facility. This work was paid for by the City and Town of Ithaca, for the purpose of comparing the value of the IAWWTP to the VCHWWTP. Preliminary reports indicate that everything was in generally good condition with minor comments and suggestions to be made. The Village of Lansing has provided evidence of recent inflow /infiltration repairs that account for a savings of approximately 20,000 gallons per day, which represents approximately 60 units of sewage treatment. As per past practice, they have requested that the Village acknowledge this achievement by the awarding them 1 new sewer unit for every 3 units that they have repaired. Therefore, they are asking for 20 new sewer units. i. Personnel: I have not heard back from Ed Quick about the status of his back operation. Two of the current DPW employees would be eligible for early retirement if the Village chooses to participate in the offer being made by the NYS Retirement System. j. Safety: The DPW employees have purchased clothing and other safety equipment using their annual clothing /shoe allowance. 2. Planning Board Reviews: a. Site Plan Approval: none. b. b. Subdivision Approval: none 3. IthacalTompkins County Transportation Council — a. Planning Committee: no report . b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions, At the last PWC meeting, we discussed the issue of the Village Zoning Ordinance on fence regulations. We will continue that discussion until we have a recommendation to forward to the Trustees. Trustee Mount will not be at this month's meetings, but she has submitted her thoughts in writing. 2. Zoning Enforcement Actions: The owner of 712 Hanshaw Road only just recently received my final notice on the 5' chain link fence. She will only have another week or two to make the necessary variance request or be summoned to Village Court. C. BUILDING COMMISSIONER - (see attached report for Building Permit Activity: I successfully completed training for new International Building Code. The Village has been issued one library copy of the new "family" of codes.
