Cross, Superintendent of Public Works PERIOD: 5/1/02 through 5/31/02 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS Office Hours 9 A.M.. A P.M. a. Street System: The DPW crew has started to work on the drainage improvements required before paving can be done on the streets that are budgeted for this fiscal year. As reported last month, NYSEG and Verizon have plans to do work in some of these streets before we can pave, therefore it will likely be late in the summer when the actual paving work will be done. As a result of the major storm event that happened on 5/13, it has become obvious that Klinewoods Road will need major reconstruction in the near future. Jack Rogers has told me that Klinewoods Road was built down an existing drainage ravine; therefore it is very susceptible to storm damage. Since next FY is on the rotation for a major road project, Klinewoods should be considered as the next candidate for major work. Sometime before the next budget preparation, I will put together a scope of work for such a project and an estimated cost. It will probably include all new storm sewer system and maybe even a curb /gutter system to keep the water from migrating into the neighboring properties. b. Storm Water System: As mentioned above, there was a major storm event on the afternoon of 5/13. It was very destructive and cause considerable amount of flooding and erosion due to overloading many of the drainage facilities, both private and municipal. I estimate that it was at least the third (maybe second) worst damage that has occurred since I have been working for the Village. 1 have heard other engineer's estimates that the intensity (although only for an hour or two) was in excess of what would be considered a 100 -year storm event, had it continued for a longer period of time. As a result of the storm, the DPW has been doing a considerable amount of clean up on both Village and private land that was damaged by overflowing roadside drainage facilities. The damage was particularly bad in the 400 block of Hanshaw Road because of the amount of water coming down Klinewoods Road. The damage was also bad in the 600 block of Wyckoff Road due to a stream that jumped its banks (on private property) between Overlook and Wyckoff Roads. c. Water System: no report d. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 294.60 gallons Diesel = 578.20 gallons As mentioned at the previous meeting, we are interested in improving our ditch maintenance. One element of that improvement is the use of a hydro seeder to spread new grass seed and erosion control matt. We have found a used unit available from a local contractor for less than $2,000. We have a quotation for a new unit for approximately $10,000. 1 am recommending that we buy the used hydro seeder. If the PWC concurs, then I will prepare a resolution for consideration at the Trustee Meeting. g. Buildings and Grounds: The PWC discussed fencing options for the DPW site at last month's meeting. It was agreed that we should investigate materials options in addition to the basic wood. I intend to discuss the pricing with the PWC this month and make a final decision on the materials so that we can get this work completed. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.937 mgd Max. avg. flow was 5.247 mgd w/ 1 permit exception(s) for BOD removal caused by Borg - Warner discharge. As in the past, the Intermunicipal,Sewer Committee has had several meetings including separate engineering group meetings. In response to specific questions asked of the Village, as well as attempting to provide information to the entire ISC, Mayor Lynn and I have prepared two memos that identify certain issues that need to be addressed as well as a comparison of existing /future sewer rate charges. These memos should be attached for your review. The other significant news is the receipt of a contract from the NYSDEC for Bond Act Fund of the proposed trickling filter improvement project. Although we are anxious to sign off on this contract, there are some issues with the ISC that may impact the decision process. I. Personnel: Ed Quick has been rescheduled for surgery on his back for sometime in June. If seems optimistic that he will be able to return to work after a short recover /rehabilitation period. Now that the summer season is here, we have added some additional people to the DPW staff. Brian Bowman is working on lawn maintenance and other miscellaneous laborer type projects. Chad Lansing is working for the summer as a seasonal laborer to assist the regular crew on general laborer projects. Matt Giraux is working as a temporary laborer, through employment agency, to fill in the Laborer position that is temporarily vacated by Mike Newhart. Matt will concentrate primarily on the use of the hot asphalt patch trailer. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: The Public Hearing for the expansion of seating at JJ's Cafe in scheduled for the 6117 Trustee Meeting. b. b. Subdivision Approval: none 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: none 2. Zoning Enforcement Actions: I have written a second (and final) notice to 712 Hanshaw Road to either seek a ZBA variance or remove the 5' high chain link fence. C. BUILDING COMMISSIONER - (see attached report for Building Permit Activity: I have attended the final 3 day training session for certification of the new International Building Code that will be available to be used as early as 7/3/02 and will become mandatory on 1/1/03.
