From: Report of the Police Department for April 2002
For the month of April there were a total of 102 complaints reported to the police department and 5 motor
vehicle accidents investigated. There were a total of III traffic tickets issued and 32 parking tickets
written.
During April there was one felony complaint reported, a Burglary. A subject reported that cash was
missing from its hiding place in his apartment. There was no sign of forced entry and he was unsure when
it was taken as it had been a couple of months since he had checked on it. There were seventeen
misdemeanors reported to this department: eleven for Petit Larceny, one for Attempted Petit Larceny, two
for Criminal Mischief, one for Aggravated Harassment, one for Falsely Reporting an Incident and one for
Possession of a Forged Instrument. Three of the larcenies were thefts of items taken from unlocked
vehicles. Cash was reported missing from the office of the After School Program at Cayuga Heights
School. Cash was also reported missing from a Kendal resident's room. An outdoor concrete sculpture
was reported stolen from a resident's front lawn. A subject reported that a purchase was charged to her
credit card account without her permission. The street sign for Texas Lane was stolen as was the flag in
front of the Village Hall. A subject pumped gasoline into his vehicle and left the Mobil without paying.
As a plate number was not obtained by the employee, the responsible subject was not located. A Kendal
employee reported her purse missing but it was later found locked in a closet. An Attempted Petit larceny
occurred when two subjects tried to load a gas grill into their vehicle but was stopped by the owner. Both
Criminal Mischief complaints were reported damage to homeowners' mailboxes. The Aggravated
Harassment case involved an employee of Kendal who had received several phone calls at work from her
husband, who she is separated from. The phone calls caused her much fear and alarm. As he had been
advised by his parole officer to have no contact with her, he was arrested on a parole warrant issued by the
NYS Division of Parole with additional charges of Aggravated Harassment pending. The Falsely
Reporting an Incident occurred with a youth called emergency control and reported a fire in the
neighborhood. The officer responded to the resident where the call originated from and advised the parent
what had taken place. The officer, parent and youth discussed the situation and the ramifications of such an
act. During a traffic stop, the driver of the vehicle was found to be in possession of an altered driver's
license. The driver was issued an appearance ticket for court for Possession of a Forged Instrument. There
were three violations reported during the month of April: two for Disorderly Conduct and one for
Harassment. One Disorderly Conduct was a noise complaint while the other was a report of 2 subjects
arguing in the roadway. Both complaints were resolved with no further action needed. The Harassment
complaint was the report of a resident who did not want a subject to visit him or email him anymore. The
subject was contacted by an officer and advised to stay away from the complainant. There were four
complaints involving Village Ordinance: three were dog complaints and one was for a subject soliciting
without a permit. There were ten Vehicle & Traffic complaints, five for various traffic infractions, three
parking complaints and two Driving While Intoxicated arrests. There were sixty-seven miscellaneous
complaints handled by this department for the month of April.
A male subject was arrested for Disorderly Conduct, Reckless Endangerment and Criminal Mischief with
the Intent to Damage Property after the officer responded to a report of a domestic dispute taking place in a
vehicle on Rt. 13. Another male subject was arrested for Aggravated Harassment due to phone calls at the
complainant's place of employment after previously being advised by this department to cease all calls. A
male subject was issued an appearance ticket for driving an overweight vehicle on Triphammer Rd in
addition to other traffic tickets.
During the month of April, I attended a terrorist zone school in Binghamton. Officers Boyce and Lanning
went to a 3 -day school held in Cortland dealing with emergency responses to terrorism.
During the month of April the full time officers worked 143.5 hours of overtime and the part -time officers
worked 128 hours. There was a total of $2114 in property lost or stolen for the month.
