To: The Honorable Ronald E. Anderson
Members of the Board of Trustees
Village of Cayuga Heights
From: Report of the Police Department for February 2002
1
For the month of February there were a total of 86 complaints reported to the police department and 5
motor vehicle accidents investigated. There were a total of 91 traffic tickets issued and 19 parking tickets
written.
During February there were two felony complaints reported: one for Grand Larceny and one for Sexual
Abuse. The Grand Larceny was the theft of DVDs and Playslation games from an activity office in the
Community Center at the Townhouse Apts. It appeared that entry was made through an unlocked window.
The case is still under investigation. The Sexual Abuse case reported took place numerous years ago when
the complainant was a minor child. Due to the statutes of limitations in New York State, the case is not
being pursued but will remain as information on file with this department. There were 12 misdemeanor
complaints reported to this department: three for Petit Larceny, four for Criminal Mischief, two for
Aggravated Harassment, one for a Scheme to Defraud, one for a Sex Offense and one for Reckless
Endangerment of Property. One Petit Larceny was the removal of firewood from a resident's yard and one
was the theft of a ring from an unlocked vehicle: The last Petit Larceny involved a subject pumping
gasoline into his vehicle at the Mobil and leaving without paying. The employee was unable to obtain a
plate number for the vehicle. Two of the Criminal Mischief cases reported was damage done to the glass at
the bus stop shelter at A -lot on two separate occasions. The vending machine at Tobin Field House was
tipped over resulting in damage to the machine. The last Criminal Mischief case reported was that two of
the traffic signs on North Triphammer Rd had been sprayed with black paint. Both Aggravated Harassment
cases involved annoying phone calls. In one case, it was an unknown caller and the calls ceased. In the
other case the complainant was receiving calls from a subject at her place of employment after she told him
not the call. The police department contacted the subject responsible and advised him that the calls had to
stop or be arrested. There have been no further problems. The Scheme to Defraud case was the complaint
of subjects going door to door to collect money for a family who lost their home in a fire. The subjects
were stopped and it was found that it was not true; they just needed money for gasoline for their vehicle.
The officer accompanied the subjects back to two of the residents who gave them money to give it back.
Neither complainant wanted to press charges. The Sex Offense was reported to this department as the
victim was not familiar with the Village of Cayuga Heights and believed the residence where the offense
took place was in the Village. After a preliminary investigation it was found that the offense did occur
outside the village and the case was turned over to the correct police agency. The Reckless Endangerment
of Property resulted in an arrest due to the fact that a subject drove his vehicle on the Cayuga Heights
School lawn causing damage. The driver of the vehicle was also arrested for trespass and issued an
appearance ticket for court for the charges. The passenger in the vehicle was a juvenile and was released to
his father. There were 2 Trespass complaints, both violations, for this month. A subject reported that his
ex- girlfriend had been at his apartment causing a problem. He requested an officer to contact her to inform
her that she is not welcome there. This was done and no further action was required. The 2 "d trespass
involved a subject at the Mobil who had been previously told by the management to stay away. The
subject was warned by this department not to return or an arrest would be made. There was one dog
complaint, one parking complaint and one vehicle and traffic problem reported. There were sixty -six
miscellaneous complaints handled by this department for the month of February.
The annual Drug Quiz show was held in February. Myself and Officer Lanning assisted with the contest.
During the month of February the full time officers worked 77 hours of overtime and the part-time officers
worked 163.5 hours. There was a total of $2909 .in property reported lost or stolen in the month of
February.
