A. VILLAGE ENGINEER -
1. PUBLIC WORKS
a. Street System: We have taken delivery of the new hot asphalt trailer and begun
experimenting with winter mix cold patch. We also intend to do an experiment with recycled
asphalt pavement grindings.
1 will be reviewing the list of streets, for paving next FY, with the PWC for inclusion in
the upcoming budget process.
b. Storm Water System: no report
c. Water System: no report
d. Sewer System: no report
e. Solid Waste: Garbage collected for this month was 'tons.
f. Equipment: DPW Fuel Consumption for this month: Gas = 570.10 gallons
Diesel= 365.40 gallons
g. Buildings and Grounds: no report

The City of Ithaca officials have been reluctant to allow the Village's WWTP to be
valued at the same unit basis as the Ithaca WWTP. Therefore, in lieu of determining a
discounted value, they are interested in exploring the possibility of operating the two plants
combined that would result in a lower sewer rate (as close to the current VCH rate as possible)
that could be stabilized for a certain period of time, say 10 -20 years.
The NYSDEC still has unallocated funds available through the Clean Water Bond Act,
and wants the municipalities of the ISC to resubmit our previous applications for consideration.
Currently, the Village has been allocated $569,000 towards trickling filter replacement and
$385,000 towards new phosphorous treatment. The potential is for the Village to receive an
additional $890,000 towards the phosphorous project, as well as additional money towards
phosphorous at the IAWWTP and towards collector sewers in Lansing(s). As a "condition" for
further consideration, the NYSDEC has requested evidence of progress towards the spending
of the previously allocated funds. The form of this progress is to do the following: 1) submit the
Engineer's Report and Work Plan for the trickling filter project that has been prepared by
Stearns & Wheler, 2) make a SEQRA declaration for the trickling filter project (see attached
draft determination), 3) initiate the Engineer's Report, Work Plan and SEQRA for the
phosphorous project.
i. Personnel: We have received a dozen applications for the MEO position, and we
have reviewed the qualifications of each of the applicants. I will make a recommendation to
the PWC, and request a formal resolution by the Trustees at the meeting to officially offer the
position to the successful candidate.

2. Zoning Enforcement Actions:
a. I have received a request for follow -up information from NYSEG about the equipment
building on the corner of Hanshaw /Highland Roads. Due to the lack of progress and the
underlying tone of the request, I have written (with assistance from the Village Attorney) a
letter to require their appearance before at the Trustee meeting on 1/21/01, or we will begin
the process to have the building removed. I have subsequently received a request from the
attorney to postpone the appearance due to conflict with a previous commitment.
b. I have investigated a complaint about a new fence(s) the exceed the 4' limit. I have
instructed the property owner to consult with the ZBA, before I require removal.
