Minutes 6/14/2001Minutes of Special Meeting of the Board June 14, 2001 at 4:00 PM Village of Cayuga Heights Board of Trustees Present: Mayor Anderson, Trustees Fleming, Lynn, Kusse, Collyer and Dunning, and Antil, Attorney Tyler, Supt. Cross, Treasurer Silber Others: Noel Desch, Bud Shattuck, Susan Brock, Frank Moore, Elaine Quaroni, Cathy Valentino, Mayor Don Hartill and Mayor Alan Cohen. Mayor Anderson called the meeting to order at 4:10 PM. Supt. Cross explained that the purpose of this meeting was to educate the Board by reviewing the history of the NYS Clean Water Bond Act. Supt. Cross handed out a 3 pages of information which included a description of the NYS Clean Water Bond Act, information on the Proposed Partnership Agreement and a spreadsheet of Permitted Capacity Ownership vs. Current Capacity Usage and a Schematic Diagram of Transmission as of 12/31/00. A copy of this handout is attached as part of these minutes. Attorney Tyler asked Supt. Cross to review the history of the Village before 1997 as it pertains to the Sewage Treatment Plant (which is not part of the handout). Before 1953, the Village was much smaller than it is today, the part that is known as the Old Village. Up until the early 1950's, sewage from the Old Village flowed down Kline Road into the City of Ithaca WWTP. As the Northeast Ithaca area developed in the early 1950's, the Village built a new 1.0 -MGD WWTP to serve the NE Ithaca as well as its own residents. This is when the Village grew to the current size. By the 1970's, the NE Ithaca had grown beyond the 1.0 -MGD capacity, so the Village expanded the WWTP to 2.0 MGD. In the mid 1980's the city of Ithaca built the new 10.0 MGD IA WWTP at its current location, in which the Town of Ithaca and Town of Dryden became "Jr. Partners ". Since the VCH WWTP expansion to 2.0 MGD, the flows into the plant reached capacity, which necessitated the moratorium, imposed in the late 1980's by the Village. Discussion ensued. Mayor Hartill gave the Board a copy of the Response to Draft Joint Sewer Agreement from the Village of Lansing and the Town of Lansing. A copy of that memo is attached as part of these minutes. Mayor Anderson told the Board that there was much information presented to them to think about. The Board would be addressing the Partnership Agreement soon at an upcoming regular Board meeting. Motion by Trustee Antil, Seconded by Trustee Dunning VOTED to adjourn the meeting at 5:55 PM. Trustee Fleming, Lynn, Kusse, Collyer and Dunning and Antil voted YES Norma Manning Clerk
