Cross, Superintendent of Public Works PERIOD: 9/1/01 through 9/30/01 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS Office Hours 9 A.M. - 4 P.M. a. Street System: We have been working with the Town of Ithaca's dozer to grade the drainage along the east side of the street that does not have curbing. This work is nearly tcomplete and paving should be completed during the second week of October. he line striping company that has the bid for Tompkins County has used up their supply of paint for the year and only has epoxy left, which is about 3X's more expensive. Therefore, we have called two other painting contractors to try to fit this job into t e'r schedule. We will go with the company that can get the work done the earliest. b. Storm Water System: no report c. Water System: no report Cl. Sewer System: no report e. Solid Waste: Garbage collected for this month was tons. 1 c ! 1 have not received any additional quotes for removal of the debris piles at the DPW. ;,.. Therefore, I have instructed Burgess Trucking to do the work as soon as possible. They have f a$, proposed an alternative method for managing the size of the brush pile. They are willing to come to the DPW yard once a month to haul away the brush that may accumulate from the previous month. They realize that some months may require multiple trips, and other months may not require any service. Equipment: DPW Fuel Consumption for this month: Gas = 365.50 gallons Diesel = 371.50 gallons g. Buildings and Grounds: The PWC met with some of the neighbors of Pleasant Grove Lane and Sheldon /Lowell Place about the subject of the new salt storage building. They reviewed the architectural plans for the building and approved of the design. They also expressed an interest in locating the building along the east side of the DPW lot, which will provide some screening of the existing facilities. Unfortunately, after successfully agreeing on the location, Bolton Point informed us that part of the water main system runs direct under the proposed location. Therefore, we will need to relocate approximately 75' of 12" diameter water main around the new building. After several unsuccessful attempts to contact Scott Engelhart, stone mason who agreed to do repair work at Sunset Park, I have found another stone mason who is available to start working in the third week of October. h. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.941 mgd 4t^?„ Max. avg. flow was 4.736 mgd w/ 0 permit exceptions) t The ISC has continued to have biweekly meetings. The last meeting was primarily to discuss the necessary responses (if applicable) to the comments that were submitted during the NYSDEC Scoping Hearing for the SEQRA. According to a recent news report, the NYSDEC has awarded the City of Ithaca approximately $400,000 and the Village of Cayuga Heights approximately $400,000 for phosphorous treatment projects at both WWTP's. Unfortunately, no money was committed to building the sanitary collection system in the Town of Lansing. Therefore, it is questionable whether the Town of Lansing will be able to continue with this project. This issue will be the topic of the ISC meeting. Stearns & Wheler have completed their technical assessment of the Village WWTP for review by the other ISC municipalities. Also, the municipal engineers met to discuss the appropriate method to assess a value to the Village's WWTP. Since no one from the City was present, no conclusions were made. Subsequent meetings have been postponed until further consideration of the financial viability for the Town of Lansing can be discussed with the ISC. i. Personnel: The Village negotiating team has reached an agreement with the Teamster's negotiating on terms of the proposed contract. The Teamster will compile the proposals into a final draft document that you will eventually need to review and ratify by vote of the entire Board of Trustees. The DPW employees will also need to vote to ratify the contract. We had hoped to have the final draft available before the October meeting, but it was not received in time for Village Attorney to review the text for compliance with the negotiations. F Mike Newhart has received a note from his doctor to return to work, without any ation of physical limitations. I contacted the doctor's office to verify, and they specifically d that he could do any /all duties that can reasonably be done as a construction laborer. efore, Mike has returned to work in his previous position as Laborer. � Ed Quick is still out with a back injury. The PERMA doctor has recommended a non- Surgical "pain- blocker" procedure, before committing to a full blown back operation. We have posted a notice to all current employees for the position of Sr. MEO vacated by Tim Dupuy. We have received applications from 3 MEO's. I will schedule interviews for the third week of October. If none of the applicants meet the requirements, then a public notice will be advertised. J. Safety: no report V._, A-JJS VA.' s+`'P — ow 2. Planning Board Reviews: a. Site Plan Approval: none b. Subdivision Approval: none 3. Ithaca/Tompkins County Transportation Council — a. Planning Committee: no report b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: \; a. Variance Request by T. McCarthy to construct a 32' high (as defined by zoning) house, which exceeds the allowable height of 25'. GRANTED b. Variance Request by R. Baer to construct a garage within 1.5' of the front property line, which does not meet the 25' required front yard. POSTPONED 1' - Yt^'.emu, 2. Zoning Enforcement Actions: I have met with the representatives from NYSEG on their proposed alternative to the existing fiberglass structure at the corner of Hanshaw and E. Upland Roads. They a proposing to remove the existing structure and build a smaller "building" that is the minimum size to cover the equipment. The new footprint would be approximately 3'x6' instead of the existing 6'x6'. The height would only be reduced from 8' to 6.5'. They are willing to build the new structure with either a wood, stucco, or brick exterior finish. C. BUILDING COMMISSIONER - (see attached report for Building Permit Activity) As a reminder, the New York State Department of Codes will be adopting the new International Building Code for 2002. 1 continue to receive instructions and training on the new code. Later in October, I will be attending the International Code Conference in Greensboro, NC. At this annual meeting, all municipal members get to vote on proposed changes /enhancements to the code. Iw �
