REPORT OF PUBLIC WORKS TO: BOARD OF TRUSTEES FROM: Brent A. Cross, Superintendent of Public Works PERIOD: 7/1/01 through 7/31/01 REPORT BY DEPARTMENT: A. VILLAGE ENGINEER - 1. PUBLIC WORKS a. Street System: The asphalt base course on Highland Road has been recycled by Suit -Kote Asphalt, and 2/3 of the granite curbing has been installed. NYSEG has completed the installation of a new gas main along the 400 -500 blocks. We have made an agreement with them to repave all of the driveway aprons in exchange for them replacing all of the lawn areas between the sidewalk and curbing. Granite curbing should be completed by the end of August and final paving is expected to be done in early September. b. Storm Water System: A concrete box culvert that runs under the major intersection of Highland Road at Kline and the Parkway was planned to be replaced for the Highland Road Improvement Project, but was found to be in relatively good condition. Therefore, we were able to leave it in place and work around it. This was a considerable savings of both time and expense. c. Water System: There has been a number of water main related projects that have been done on Highland Road as maintenance and improvements before final paving. There was also a water main break on Comstock Road. The work that had been done on the Bolton Point transmission main left a considerable hole in the Kendal driveway, on which the Village made a temporary patch. Since the Village is not equipped to do significant asphalt work, Bolton Point had the Town of Ithaca use their equipment and manpower to make a permanent patch. d. Sewer System: The contractor for the Town of Ithaca is nearly completed with the re- lining of the Hanshaw Road sewer main. I have requested documentation of the pre- existing sewage flows from the Town of Ithaca Engineer, to compare them to the future sewage flows to determine the differential, which should be the reduced 1 /1. e. Solid Waste: Garbage collected for this month was tons. f. Equipment: DPW Fuel Consumption for this month: Gas = 602.50 gallons Diesel = 537.10 gallons We received two bids for the new hot asphalt trailer. Patch King, Seattle, WA, bid $22,540, and Seneca Supply bid $12,428 for a Marathon HMT 8000. Therefore, I recommend that we purchase the unit from Seneca Supply. I will have a draft resolution for consideration at the Trustee meeting. In an attempt to mark all Village equipment with common identification, a question has been raised as to whether we want to take this opportunity to design a new department logo. I have a sample of one design for consideration at the meeting. Otherwise, I would suggest that we maintain the standard circular design that is the traditional municipal emblem. g. Buildings and Grounds: We received three bids on the new salt storage building. The Base Bid was specified as a 40' wide x 52' long x 24' eave, wooden post/frame structure. An Alternate Bid was offered as a proprietary specification. Seca Lumber bid $99,885 for the ,base bid as specified. Fingerlakes Construction bid $75,000 for a gambrel style alternate proprietary esilk Storage bid $88,740 for concrete wall style alternate proprietary design, but reduced the size to 40'x40'. It is my recommendation that we accept the Base Bid by Secor Lumber. I will have a draft resolution for consideration at the Trustee meeting. I have contacted a mason to provide services to repair the stone benches at the park. He will be on vacation until 8/27/01. He is supposed to be available for immediate work if we want him to proceed. Since it was damage done by vandalism and it would be difficult to get a lump sum bid for the work, we will need to hire the work to be done by the hourly rate. Therefore, I need to have the Trustee's authorize the work since it is not a budgeted item. You may have received a letter from an adjacent property owner expressing concerns about several issues at the DPW facility. Although I do not intend to address all of the comments at this time, I want you to know that the DPW staff has made a significant effort to clean -up the entire property including the following: 1) general clean -up and housekeeping around the yard. 2) installation of chain gates at both driveway to the yard and posting "no dumping" signage. 3) organization of leftover building materials, with some in new rack storage. 4) overall site planning to organize employee's cars and other equipment parking. 5) devising a long -term plan for handling of brush and leaves by creating a "loading dock" to off load collected brush directly into a container /trailer that will be truck away as need instead of accumulating large unsightly piles. In. Waste Water Treatment Plant: NYS SPDES Report for this month: Daily avg. flow was 1.568 mgd Max. avg, flow was 2.850 mgd w/ 0 permit exception(s) Yaw's continues the process of cleaning out the primary sludge digester. They are at the bottom now and should have the process back on -line soon. ISC meetings have continued on alternating Thursdays. Some of the meeting time was spent on discussing the various revisions that have been verbally agreed to over the recent months of negotiating. You should have a report that was prepared by Trustee Lynn in an attempt to give you some perspective of what options are available to the Village with respect to the ISC Partnership proposal. I. Personnel: Mike Newhart is still off duty on Workers Compensation, but has used up the 13 -week allowance for full pay by the Village, and will now be paid directly by PERMA. Ed Quick has been diagnosed with a severe back injury, and will be off duty on Workers Compensation to have corrective surgery. There were negotiating sessions with the Teamsters on July 7 and 19. Significant progress has been made to agree on the terms and conditions, but we are still waiting to address the "financial package" which should happen at the next session on August 301h. j. Safety: no report 2. Planning Board Reviews: a. Site Plan Approval: none b. Subdivision Approval: I have received the revised survey map for the McCarthy subdivision and a response from the Tompkins County Planning Department on the coordinated review. I have also advertised the Public Hearing for August 27, 2001 at 7 pm to include the consolidation of both of the existing lots as well as the subdivision of the new lots. 3. Ithaca /Tompkins County Transportation Council — a. Planning Committee:. b. Initial Project Proposals: none c. NYSDOT Projects: none B. ZONING OFFICER - (see attached report for Zoning Permit Activity) 1. ZBA Actions: none 2. Zoning Enforcement Actions: NYSEG has installed a fiberglass structure over some new valve equipment on the front lawn of the Cayuga Heights Elementary School. Although I issued a Street Opening Permit for the new piping in the Village ROW, no permit was issued for the above -grade improvements, on the school property. The 'outhouse" structure is a potential hazard to traffic due to restriction of sight distance from Upland Road onto Hanshaw Road. The local community has lodged several complaints about the structure, both safety and aesthetically. The school district charged NYSEG a considerable amount of money for the easement and approved the structure before it was installed. I have sent NYSEG a letter to officially notify them that the current installation is in violation of the Village Zoning Ordinance. Fortunately, NYSEG is willing to investigate alternative solutions to the problem. C. BUILDING COMMISSIONER - (see attached report for Building Permit Activity) Please note that I will not be available to attend the Trustee Meeting on 9/17/01 because I will be attending the annu conference for the new International Building Code in Cincinnati, OH. Attendance was recommended by the NYS Code Department, since the Village (and all local municipalities) will begin enforcing the new Code as of 1/1102.
