I will not be able to attend the regular Trustee meeting this month because I will be away for vacation
from 616 to 6/23. 1 think that this is only the second meeting that I have missed in almost 8 years. If

A. VILLAGE ENGINEER -
1. PUBLIC WORKS
Street System: Work has continued on the Highland Road reconstruction project. Most
of the drainage and sewer main work has been completed on the 400 -500 block. When that
section is completed, work will move to the 300 block. The tentative schedule for the rest of
the work is for the asphalt base work to be done by the end of July, new curbing to be
installed in early August and final paving by the end of August.
1 have prepared a public bid for the new granite curbing for the Highland Road project. I
expect to have the bids back for award in the July Trustee meeting.
Mike Zona and Jeff Frisbie went to observe a used "hot asphalt" trailer at the NYS
Thruway Authority in Albany.
b. Storm Water System: no report
c. Water System: There is water come up through the edge of the pavement near the
Kendal driveway. There is no previous history of a groundwater problem at that location, so
there is a concern that it may be a leak from the Bolton Point transmission main. We will be
excavating a "weep" trench to drain the free water, but are waiting for Bolton Point to obtain
the proper repair parts so that that can work on it in case the problem is a leak in the pipe.
d. Sewer System: Most of the sewer main pipes and manholes in Highland Road have
been replaced in preparation for the reconstruction of the road.
e. Solid Waste: Garbage collected for this month was tons.
f. Equipment: DPW Fuel Consumption for this month: Gas = 662.90 gallons
Diesel = 719.40 gallons
The new John Deere backhoe has been delivered. The crew has commented that it is a
very good machine and that they are glad to have it.
As reported last month, we are looking into purchasing a "hot" asphalt trailer. The NYS
Thruway has one that is going to be sold at an equipment auction in late June. Since this is an
auction of public equipment, I believe that it meets the requirements for procurement. I will be
on vacation at the time of the auction, so i will send Mike & Jeff to bid on the unit. I have
instructed them not to bid over $2,500. This is an amount that can be covered in the current
budget without additional funds being approved.
g. Buildings and Grounds: Although they are not completed, I have preliminary
drawings of the proposed new salt storage structure (see attached drawings). I intend to have
the bids back before the next meeting for award of contract.
h. Waste Water Treatment Plant: NYS SPDES Report for this month:
Daily avg. flow was 1.606 mgd
Max. avg. flow was 2.065 mgd
w/ 0 permit exception(s)
There have been 2 more meetings of the group for the integrated sewer project. They
have decided to call the group the "Intermunicipal Sewer Committee ". They have received a
copy of the resolution passed last month that authorized the Mayor to sign the SEQRA
contract, but not until the intermunicipal agreement has been negotiated. Some of the ISC
members are concerned about the delay of signing the agreement and requested that they be
allowed to address the Trustees at the Special Board meeting to discuss the partnership
proposal.
I. Personnel: Mike Newhart is still off duty on Workers Compensation, while receiving
full salary from the Village. There have been two more negotiating sessions with the
Teamsters. There has been good progress.
j. Safety: no report
2. Planning Board Reviews:
a. Site Plan Approval: none
b. Subdivision Approval: There has been an application by Tom McCarthy for
subdivision of his house lot on N. Sunset Drive. This is a "preliminary meeting" which the
purpose is to determine if the proposal meets the Zoning Regulations and to classify the
subdivision as minor or major. 1 have reviewed the sketch of the proposed lots and determined
that the lots meet the requirements for minimum size, and the remaining house lot also meets
the other "bulk" regulations. The proposal does not qualify as a minor subdivision, and
therefore will require that a Public Hearing be scheduled before final approval can be granted.
