To: The Honorable Ronald E. Anderson
Members of the Board of Trustees
Village of Cayuga Heights
From: Report of the Police Department for July 2001
For the month of July there were a total of 96 complaints reported to the police department and 7 motor
vehicle accidents investigated. There were a total of 157 traffic tickets issued and 6 parking tickets written.
During July there were two felony complaints reported: one for Burglary and one for Grand Larceny. A
subject visiting her parents at Kendal reported that while they were out for lunch someone entered her
parents residence and stole money from her purse. The Grand Larceny occurred when a wallet containing
credit cards was stolen from an unlocked vehicle. There were seventeen misdemeanor complaints reported
to this department: three for Issuing a Bad Check, six for Petit Larceny, six for Criminal Mischief, one for
Aggravated Harassment and one for Reckless Endangerment. The Aggravated Harassment complaint was
the report of a subject receiving no answer phone calls. The complainant was reporting this to the
annoyance bureau and would let this department know if anymore calls were received. One Petit Larceny
reported was money and jewelry missing from a Kendal resident who was unsure of the exact date that the
theft took place. A tenant reported that she had put boxes of items in the hallway outside her apartment
door to get ready to move. A Sony Playstation was taken. Two subjects, who were observed carrying a
Village street sign down the street, stated that they had found the sign in the woods. The sign was returned.
Three Petit Larcenies reported were the thefts of cash and cassette tapes from unlocked vehicles. Three
Criminal Mischief complaints were that their vehicle tires had been slashed. One Criminal Mischief
reported was damage to the stone wall at Sunset Park. One resident reported that that contents of his glove
compartment had been thrown around inside his unlocked vehicle while another resident reported damage
to his fence and lawn chair by a subject running through his yard. The Reckless Endangerment occurred
when a subject driving a stolen vehicle, drove straight at the patrol car. The officer was forced to quickly
drive off the roadway into a lawn to avoid the collision. The office was assisting a Tompkins County
Deputy in stopping the vehicle. In attempt to elude the police, the driver finally lost control of the vehicle,
striking a fence and a tree. The driver and passengers fled the scene. I was notified of the incident and
myself, Sergeant Boyce and Officer Day responded to assist the officer on duty. All subjects involved were
later caught. The driver of the stolen vehicle was arrested for Reckless Endangerment and issued numerous
traffic tickets for Cayuga Heights Court, in addition to the numerous charges by the Sheriffs Department.
Stolen property was found in the possession of the subjects. One Village resident identified some of the
property as being taken from her vehicle. There were six violations reported for the month of July: two for
Disorderly Conduct, Two for Unlawful Trespass, one for Unlawful Possession of Fireworks and one for
Unlawful Possession of Marihuana. One of the Disorderly Conducts was a report of loud music whild the
other was a noisy group of people. Both were resolved without any further problem. One Trespass was
that a couple of students were observed late evening on school grounds and were asked to leavy. The other
Trespass involved an intoxicated individual attempting to enter a house, which he thought was his. He was
advised of his mistake and accompanied to his home. Regarding the firework complaint, a subject was
setting off fireworks on the 4h of July. The Unlawful Possession of Marihuana resulted in a subject's
arrest. There were six complaints involving Village Ordinances: four involving solicitations and the other
two complaints for subjects being in Sunset Park after hours which resulted in two arrests. There were
eight Vehicle and Traffic complaints reported: seven for miscellaneous infractions and one for a Driving
While Intoxicated. There were fifty -seven miscellaneous complaints handled by this department for the
month of July.
During July Officer Steinmetz and Officer Lansing attended a three day course titled "Active Shooter
Incidents - The Patrol Solutions ". The course was hosted by the Ithaca Police Department and attended by
officers from area Police Departments. The recent rise in school and work place violence has forced law
enforcement to re- evaluate the traditional responses to in- progress shooting incidents. The role of the line
officers has been forced to change as well.
During the month of July the full time officers worked 134 hours of overtime and the part-time officers
worked 105 hours. There was a total of $722 in property reported lost or stolen during the month of July
and a total of $387 in property recovered.
